核电项目专业化集成运营管理模式研究

【摘要】:进入21世纪,世界核电加快复苏已是不争的事实。在全球经济一体化程度日益提高,信息化水平日新月异的今天,把握主要国家的核电运营发展动向,对于拓宽中国核电规范化发展的国际视野十分必要。 国际核电行业,如美国、法国、韩国、俄罗斯等在核电领域结合本国特点的基础上充分推进核电专业化、标准化管理,取得了令人瞩目的业绩。基于国外核电技术及管理管理模式的成熟发展,中国在发展核电的道路上必须在基于国情的前提下,充分借鉴国外核电管理的先进经验,在详细分析我国核电发展状况及企业内部管理问题的基础上,寻求更好的核电专业化集成管理模式。 基于专业化集成管理模式是未来核电发展必然趋势的认识,首先,本文对国内外核电项目专业化集团管理研究现状进行了调研和分析,在充实理论研究的基础上,对国内外核电专业化集成运营管理现状进行了分析,总结了国内外在核电专业化集成运营管理方面已经实现的程度及发展趋势;其次,对核电专业化集成管理模式的的风险和前提进行了深入探讨和研究;第三,在总结风险和前提条件的基础上,以美国、法国及大亚湾核电站的集成管理案例为典型,分析了不同运营管理模式所产生的背景及其适应性;最后,结合核电专业化集成运营管理理论研究的基础,在充分研究国外核电专业化集成运营案例、充分分析大亚湾专业化集成管理模式产生的背景原则及选择方法的基础上,论证了大亚湾核电运营管理有限公司产生的必然性并对其实施效果进行了评价。 通过剖析核电专业化集成运营的理论、分析国内外核电项目专业化集成管理案例,本文最终提出了核电专业化集成运营管理的理想模式。并进一步指出了在该模式下公司管理的问题,深入分析研究了核电专业化集成运营管理理想模式下的公司管理安排方法及人力资本管理。
[Abstract]:Entering the 21 st century, it is indisputable fact that the world nuclear power accelerates the recovery. At a time when the degree of global economic integration is increasing and the level of information is changing with each passing day, it is necessary to grasp the development trend of nuclear power operations in major countries in order to broaden the international perspective of the standardized development of nuclear power in China. Such as the United States, France, South Korea, Russia and so on in the nuclear power field combined with their own characteristics on the basis of the full promotion of nuclear specialization, standardized management, has made remarkable achievements. In view of the mature development of foreign nuclear power technology and management mode, China must learn from the advanced experience of foreign nuclear power management on the road of nuclear power development on the premise of national conditions. Based on the detailed analysis of the development of nuclear power in China and the internal management problems of enterprises, this paper seeks for a better integrated management model of nuclear power specialization, which is the inevitable trend of nuclear power development in the future. This paper investigates and analyzes the present situation of professional group management of nuclear power projects at home and abroad, and analyzes the present situation of integrated operation management of nuclear power specialization at home and abroad on the basis of enriching theoretical research. The degree and development trend of integrated operation management of nuclear power specialization are summarized. Secondly, the risk and premise of integrated management mode of nuclear power specialization are deeply discussed and studied. On the basis of summarizing the risk and precondition, taking the integrated management case of the United States, France and Daya Bay nuclear power plant as the typical example, this paper analyzes the background and adaptability of different operation management mode. On the basis of theoretical research on integrated operation management of nuclear power specialization, this paper analyzes the background principles and selection methods of Daya Bay professional integrated management mode, based on the full study of foreign cases of integrated operation of nuclear power specialization, and the analysis of the background principles and selection methods of Daya Bay professional integrated management model. This paper demonstrates the inevitability of Daya Bay Nuclear Power Operation and Management Co., Ltd. and evaluates the effect of its implementation. By analyzing the theory of nuclear power specialized integrated operation, this paper analyzes the cases of professional integrated management of nuclear power project at home and abroad. This paper finally puts forward the ideal mode of integrated operation management of nuclear power specialization. Furthermore, this paper points out the problems of company management in this mode, and deeply analyzes and studies the management arrangement method and human capital management in the ideal mode of integrated operation management for nuclear power specialization.
