完善辽宁省新能源产业扶持政策研究

【摘要】：2007年美国次贷危机,以多米诺骨牌的效应导致国际金融危机爆发。2010年希腊政府赤字,欧元区发生了欧洲主权债务危机。在开放的经济条件下,当今世界面临着新的挑战,需要新一轮的革命来挽救世界经济。面对新时期的挑战,各国期许以实体经济的发展带动全球经济的发展,然而中国面对“世界加工厂”的称号,在低碳经济和循环经济的大背景下,已经不能够在国际贸易市场中占据优势地位,产业结构转型势在必行,新能源产业的发展已经提上日程。本文对辽宁省新能源产业的发展和现行扶持政策做出了深入的分析,在引介国内外新能源产业扶持政策经验的基础上,结合辽宁省的新能源产业相关扶持政策实际状况和区位优势、产业优势,提出完善辽宁省新能源产业扶持政策的可行性建议,在财税政策方面应该加大政府预算、政府补贴和政府采购,进一步改进和完善消费型和公平的可再生新能源增值税政策体系,同时加速对各类新能源的资源税、环境税和碳税政策体系的建立、健全；在金融政策方面加大金融扶持力度,完善金融工具；在人才政策方面注重从人才的引进、培养和激励等各方面下手,将人才培养与市场需求结合起来,着重培养科研能力强兼具一定管理能力的复合型人才；在市场培育机制方面,各级政府在制定新能源产业方面的相关政策时,要根据新能源产业的自身发展规律和市场发展需求,加大力度建立市场培育机制并且要理顺价格机制。
[Abstract]:The American subprime crisis in 2007, with the effect of Domino's dominoes, caused the international financial crisis to break out of the Greek government deficit in.2010 and the euro zone's sovereign debt crisis. Under the open economic conditions, the world is facing new challenges and needs a new round of revolution to save the world economy. Facing the challenge of the new period, countries expect to meet the challenges of the new period. The development of the global economy is driven by the development of the real economy. However, facing the title of "world processing plant", China has not been able to occupy the dominant position in the international trade market under the background of low carbon economy and circular economy. The transformation of industrial structure is imperative, and the development of new energy industry has been put on the agenda. This article is on Liaoning province. The development of new energy industry and the current support policy have made an in-depth analysis. On the basis of introducing the experience of supporting policy of new energy industry at home and abroad, combined with the actual situation of the supporting policy of new energy industry in Liaoning Province, the advantages of the industry, and the advantages of the industry, a feasible proposal to improve the support policy of the new energy industry in Liaoning province is put forward. Tax policy should increase government budget, government subsidies and government procurement, further improve and improve the consumer and fair renewable new energy value-added tax policy system, at the same time, accelerate the establishment of resources tax, environmental tax and carbon tax policy system for all kinds of new energy sources, improve financial support and improve financial support. Financial instruments, in the field of talent policy, pay more attention to the introduction, training and incentive of talents, combine the training of talents with the market demand, and emphasize the cultivation of compound talents with strong scientific research ability and a certain management ability. In the market cultivation mechanism, the government at all levels in the development of new energy industry related policies, According to the new energy industry's own development law and market development demand, we should intensify efforts to establish market cultivation mechanism and straighten out the price mechanism.
