浦东L垃圾焚烧发电厂项目的综合效益分析

【摘要】：浦东L地区长期被用作浦东地区的生活垃圾处置场所,浦东地区几个主要的垃圾生化处理厂和垃圾填埋场均位于该区域内,但由于处理工艺不当、管理不善等原因的影响,造成了该地区严重的环境污染问题,尤其是空气臭味的影响特别严重。为了妥善的解决该地区长期存在的环境污染问题,同时也考虑到浦东地区生活垃圾长期合理处置的要求,政府部门特别筹建了浦东L垃圾焚烧发电厂,通过垃圾焚烧的方式解决垃圾处置和环境污染的问题。本文通过项目的背景信息、垃圾焚烧发电的产业情况、项目的商业投资信息、项目的建设规模及整体设计、项目现状、项目中存在的问题,以及项目的业主单位浦东地区的一家大型国资企业经营该项目中存在的一系列问题等方面来综合详细分析项目中存在的问题,并寻求解决之道。
[Abstract]:Pudong L area has long been used as a municipal solid waste disposal site in Pudong area. Several major waste biochemistry treatment plants and landfills in Pudong area are located in this area, but due to improper treatment process and poor management, etc. Has caused serious environmental pollution in the region, especially the effects of the smell of air. In order to properly solve the long-standing problem of environmental pollution in the area, and also to take into account the requirement of long-term and reasonable disposal of municipal solid waste in Pudong, the government has specially planned to build a power plant for incineration of municipal solid waste in Pudong. Waste disposal and environmental pollution are solved by waste incineration. Based on the background information of the project, the industrial situation of the waste incineration power generation, the commercial investment information of the project, the scale and overall design of the project, the status quo of the project, the problems existing in the project, And a series of problems existing in the operation of the project by a large state-owned enterprise in Pudong area, which is the owner of the project, are analyzed in detail and the solutions are sought.
