XXX建设投资有限公司转型战略研究

【摘要】:在国有投资公司近25年的发展过程中,地方国有投资公司已成为国有资产保值增值、地方基础设施建设与投融资的主体,为我国地方城市(镇)建设发展做出了巨大贡献。但是,随着宏观经济形势的变化、区域经济政策的调整、市场竞争的加剧,地方国有投资公司的生存、运营正面临严峻的挑战。因此,新形势下,引导地方国有投资公司量体裁衣尽早制定转型发展战略,为地方国有投资公司因地制宜建立适势的转型机制和提供必要的转型条件,实现地方国有投资公司转型发展正成为一项紧迫的任务。 本文立足双流县国有投资公司运行、发展环境,选取了XXX建设投资公司转型战略进行实证研究。首先,运用PEST分析法及波特五力模型对县级国有建设投资公司进行了外部环境影响分析,并就存在的关键外部机会与威胁进行矩阵评价(EFE);其次,通过对XXX建设投资公司的发展历程、现有产业、经营模式及绩效、管理体制等四个方面介绍,详细分析其公司的内部资源和能力状况,并运用评价矩阵(IFE)作出最终评价;再者,根据公司面临的外部机会与威胁,存在的内部优势与劣势,实证公司的转型战略选择。最后,本文通过战略评估,就所做出的战略选择制定出了详细的战略实施建议和控制、保障举措。 当前,尽管国家加强了对国有投资公司的管控力度,地方国有投资公司的发展势头开始放缓,各行业优化、重组正在加剧;但长远看来,随着国家对国有投资公司体制改革的继续深入,政府职能的进一步调整,成熟的市场化运行机制和良好的社会文化环境必将助推地方国有建设投资公司的持续、长远发展。因此,地方国有建设投资公司唯有及早确立适当、长远的发展战略,不断提升管理水平、实施成功的战略管理,努力打造企业核心竞争力,方能在激烈的市场竞争中立于不败之地,最终实现企业的战略目标。 本论文通过对XXX建设投资公司大力促进任务型平台公司向产业经营实体公司转型的战略研究,旨在能够为国内处于相似情况的地方国有投资公司发展战略的研究提供有有益的借鉴和参考;同时,希期呼吁党和政府重视、关心、支持地方国有公司战略转型,,提供必要的政策、法律等方面的保障。
[Abstract]:In the course of the development of state-owned investment companies in the past 25 years, local state-owned investment companies have become the main bodies of state-owned assets, local infrastructure construction and investment and financing, and have made great contributions to the construction and development of local cities (towns) in China. However, with the change of macroeconomic situation, the adjustment of regional economic policy, the aggravation of market competition, the survival and operation of local state-owned investment companies are facing severe challenges. Therefore, under the new situation, we should guide the local state-owned investment companies to formulate the strategy of transformation and development as soon as possible, so as to provide the necessary conditions for the local state-owned investment companies to set up the appropriate transformation mechanism and provide the necessary conditions for the transformation according to the local conditions. It is an urgent task to realize the transformation and development of local state-owned investment companies. Based on the operation and development environment of Shuangliu state investment company, this paper chooses XXX construction investment company transformation strategy to carry on the empirical research. First of all, using pest analysis method and Porter's five-force model to analyze the external environmental impact of county-level state-owned construction investment companies, and evaluate the key external opportunities and threats by matrix evaluation. By introducing the development course, existing industry, business model and performance, management system of XXX Construction and Investment Company, this paper analyzes in detail the internal resources and capability of the company, and makes the final evaluation by using the evaluation matrix IFE. According to the external opportunities and threats, the internal strengths and weaknesses, empirical company transformation strategy choice. Finally, through the strategic evaluation, this paper formulates the detailed strategy implementation suggestion and the control, the safeguard measure on the strategic choice made. At present, although the state has strengthened its control over state-owned investment companies, the development momentum of local state-owned investment companies has begun to slow down, and various industries have been optimized and restructured, but in the long run, With the further reform of the state-owned investment company system, the further adjustment of the government function, the mature market-oriented operating mechanism and the good social and cultural environment, the sustainable and long-term development of the local state-owned construction investment company will be promoted. Therefore, local state-owned construction investment companies can only establish appropriate and long-term development strategy as soon as possible, constantly improve the management level, implement successful strategic management, and strive to build the core competitiveness of enterprises. Only in the fierce market competition in an invincible position, ultimately achieve the strategic objectives of the enterprise. This paper makes a strategic study on how XXX Construction and Investment Company to promote the transformation of task-based platform companies to industrial management entity companies. At the same time, it appeals to the Party and government to pay attention to, care about, and support the strategic transformation of local state-owned companies. Provide necessary policy, legal and other safeguards.
