济南北郊热电厂技改项目环境影响及节能效果评价研究

【摘要】:本文通过大量阅读国内外研究文献,对热电厂环境影响评价和节能效果的理论及其发展现状进行深入研究,阐述了论文研究的背景和意义,介绍了项目的概况;以济南北郊热电厂技改项目环境状况和节能情况为研究对象,通过建立环境影响和节能效果评价指标体系并运用综合评价的方法,对该工程的环境影响和节能效果评价进行了详细的分析和研究,可为今后同类项目环境影响和节能效果评价提供理论依据及参考,以避免或降低在建设项目实施后对周围地区的自然环境和社会环境所造成的不良影响,并且提高技改项目的节能水平,具有较为重要的学术价值和现实意义。 环境影响评价和节能效果评价主要依据综合评价的原则以及当前热电行业形势,结合实地调研的数据,针对济南北郊热电厂的特点进行分析,根据实际情况选取指标,建立了针对济南北郊热电厂技改项目的环境影响和节能效果评价指标体系。分别建立了基于组合权重的模糊综合评价的环境影响评价模型,以及基于组合权重的理想点节能效果评价模型。将技改前后热电厂的环境情况和节能情况分别进行对比分析和评价。通过采用定量与定性、自我分析与对比分析相结合的分析方法,总结了该工程在环境影响方面和节能方面存在的不足和值得借鉴的经验,针对需要改进的问题提出对策和建议。
[Abstract]:Through reading a large number of domestic and foreign research documents, this paper makes a deep research on the theory of environmental impact assessment and energy saving effect of thermal power plant and its development status, expounds the background and significance of the paper research, and introduces the general situation of the project. Taking the environmental condition and energy saving situation of the technical transformation project of Jinan North Jiao Thermal Power Plant as the research object, through establishing the evaluation index system of environmental impact and energy saving effect and using the method of comprehensive evaluation, The environmental impact and energy saving effect evaluation of the project are analyzed and studied in detail, which can provide theoretical basis and reference for environmental impact and energy saving effect evaluation of similar projects in the future. It is of great academic value and practical significance to avoid or reduce the adverse impact on the natural and social environment of the surrounding area after the implementation of the construction project and to improve the energy saving level of the technical reform project. The environmental impact assessment and the energy saving effect evaluation are mainly based on the principle of comprehensive evaluation and the current situation of the thermal power industry, combined with the field investigation data, the characteristics of the thermal power plant in the north suburb of Jinan are analyzed, and the indexes are selected according to the actual situation. The evaluation index system of environmental impact and energy saving effect for the technical reform project of Jinan North suburb Thermal Power Plant is established. The environmental impact assessment model based on the combined weight fuzzy comprehensive evaluation and the ideal point energy saving effect evaluation model based on the combination weight are established respectively. The environment and energy saving of thermal power plant before and after technical reform were compared and evaluated. By combining quantitative and qualitative analysis, self-analysis and comparative analysis, this paper summarizes the shortcomings and experiences of the project in terms of environmental impact and energy saving, and puts forward some countermeasures and suggestions for the problems that need to be improved.
