国家电网公司组织结构优化研究

【摘要】:国家电网公司是2002年成立的一家区域性经营电网业务的大型公司。在我国,经营电网业务的公司共有两个,一个是国家电网公司,另一个是南方电网公司,两个公司的业务范围按行政区域划分。本文讨论的组织结构优化仅指国家电网公司,不包括南方电网公司。 国家电网公司在2012年对公司所属的20多个省级子公司、100多个地市级子公司进行了组织结构优化,建立代号为“三集五大”的新组织结构。这次组织结构优化的目的是要通过信息化业务流程的帮助来实现组织结构扁平化,实现管理职能的上划。“三集五大”组织结构,预计到2013年底全部完成。“三集”是指通过组织结构的整合优化,实现人力资源、财务资产、物资三类管理职能的集约化管理,“五大”是指通过组织结构整个优化,实现电网规划、电网运行、电力营销、电网检修、电网建设管理五大类核心业务的扁平化、专业化。本文运用实证分析的方法,对国家电网公司组织结构具体的优化方案,优化过程进行了详细分析,对于人力资源、财务资产、物资设备怎样通过组织结构优化实现集约化管理进行了详细阐述,对于大建设、大规划、大运行、大营销、大检修这五大核心业务模块优化后的组织架构及主要业务流程进行了分析。 本文对电网公司组织结构优化的进程进行了跟踪分析,并对于国外发达国家在不同体质下,电力行业的特点以及电网的管理模式,通过分析其他国家电力公司组织结构的优劣,对我国电网公司组织结构的优化起到借鉴意义。文章还简要分析组织结构的类型以及组织结构优化理论,通过对企业组织结构不同类型进行分析比较,分析不同组织类型的优缺点,以此来分析国家电网公司正在进行的组织结构优化是否可行。最后,,文章对电网公司组织结构优化的进程和这次组织结构优化的目的、意义以及预期效果进行了分析,论证了以扁平化、集约化和和专业化为方向,以统一信息平台、统一管理标准和支撑服务为保障,做强公司总部、做实省公司、实现全公司资源、业务、管理向总部和省级集中的这种组织结构相对于过去的组织机构而言是优化的,为有效解决制约国家电网公司发展的体制机制问题迈出了关键的一步,全面提升了国家电网公司管理水平,实现向管理要效益、要质量的目的,率先完成了企业的转型升级。由于共同的历史原因,我国大型中央企业普遍存在管理层级多、链条长、专业化水平不高、管理缺乏标准化手段等共性问题,面临相似的体制机制障碍。国家电网公司“三集五大”组织结构的尝试,为我国大型企业转变发展方式做出了成功探索,提供了可行的实践经验。
[Abstract]:State Grid Corporation is a regional power grid business established in 2002 a large company. In China, there are two power grid companies, one is the State Grid Company, the other is the Southern Power Grid Company, the two companies' business scope is divided according to the administrative region. The organizational structure optimization discussed in this paper only refers to the State Grid Company, not the Southern Power Grid Company. In 2012, State Grid Company optimized the organizational structure of more than 20 provincial subsidiaries, more than 100 prefecture-level subsidiaries, and established a new organizational structure codenamed "three sets and five". The purpose of the organizational structure optimization is to achieve flat organizational structure and management function with the help of information business process. The organizational structure of "three sets and five" is expected to be completed by the end of 2013. "three sets" refers to the intensive management of the three management functions of human resources, financial assets and materials through the integration and optimization of the organizational structure. The "five major" refers to the overall optimization of the organizational structure to realize the power network planning and power grid operation. Power marketing, grid maintenance, grid construction management of the five major types of core business flat, professional. Using the method of empirical analysis, this paper makes a detailed analysis of the specific optimization scheme and optimization process of the organizational structure of State Grid Company, for human resources, financial assets, How to realize intensive management of materials and equipment through organizational structure optimization is elaborated in detail. In this paper, the process of optimizing the organizational structure of power grid companies is followed and analyzed, and the characteristics of power industry and the management mode of power grid in developed countries are analyzed through the analysis of the advantages and disadvantages of the organization structure of power companies in other countries. It can be used for reference to optimize the organizational structure of power grid companies in China. The article also briefly analyzes the types of organizational structure and the theory of organizational structure optimization, through the analysis and comparison of different types of organizational structure, analyzes the advantages and disadvantages of different organizational types. In order to analyze the State Grid Company is working on organizational structure optimization is feasible. Finally, the paper analyzes the process of the optimization of the organizational structure of the power grid company and the purpose, significance and expected effect of the optimization of the organizational structure, and demonstrates that the unified information platform is based on the direction of flatness, intensification and specialization. Unified management standards and support services are used to ensure that the company's headquarters should be strengthened, the provincial company will be strengthened, the whole company's resources, business, and management will be centralized at the headquarters and the provincial level. This organizational structure is optimized in comparison with the past organizations. In order to effectively solve the problem of the system and mechanism that restrict the development of State Grid Company, it has taken a key step, promoted the management level of the State Grid Company in an all-round way, realized the goal of seeking benefits from management and quality, and took the lead in completing the transformation and upgrading of enterprises. Due to common historical reasons, there are many common problems in large central enterprises of our country, such as many levels of management, long chain, low level of specialization, lack of standardized means of management, and so on, and they face similar obstacles of system and mechanism. The attempt of the organization structure of "three sets and five big" in State Grid Company has made the successful exploration for the transformation and development mode of the large enterprises in our country, and has provided the feasible practical experience.
