山东电力集团公司管理创新体系的构建研究

【摘要】:管理是企业永恒的主题,创新是企业持续发展的动力。作为国有企业的山东电力集团公司深刻认识到,以往单纯靠技术设备投入来提高经济效益的路子将难以持久,而向管理要效益,向管理创新要竞争力则是更为现实的选择。因此,本研究通过理论分析和实践经验的总结,构建科学实用的管理创新体系,并将其运用于山东电力的管理创新实践工作中,为其他企业提供借鉴,具有重要的理论和实践价值。 管理创新就是企业在发展过程中,更新管理观念,整合资源配置,变革管理模式,调整组织结构,优化工作流程,完善标准制度,提升公司效率、效益的一系列管理活动。保障企业管理创新实践顺利开展,必须建设一套完善高效的管理创新体系。针对此问题,本文研究了管理创新体系的构建。 本文坚持理论联系实际,突出科学实用的特征,从组织职能对管理过程理论的理解出发,在前人研究的基础上,开创性地提出了构架山东电力管理创新体系的三个模块:基于战略的管理创新决策体系,从战略引领、目标选择和创新重点等方面进行分析和阐述;基于项目管理的管理创新推进体系,引入项目管理理论,重点分析管理创新如何通过项目管理来实施;基于协同的管理创新保障体系,从组织、文化、物质和激励等方面分析如何保障形成持续的管理创新长效机制。 本文运用文献研究、案例研究、调查研究和比较研究等方法,以山东电力为主要研究对象,通过总结其管理创新实践,并以相关理论为基础,借鉴先进企业管理创新的经验,较为全面地论证了所述观点和设计构架。 本文的创新之处在于,立足所在企业微观层面,系统分析了企业管理创新体系的构成,提出了管理创新管理体系定义及建设的框架,细化了管理创新体系,增强了管理创新的操作性指引。
[Abstract]:Management is the eternal theme of enterprises, innovation is the driving force of sustainable development of enterprises. The Shandong Electric Power Group Company, as a state-owned enterprise, has realized that it is difficult to improve economic benefits only by technical and equipment investment in the past, but it is a more realistic choice to seek benefits from management and competitiveness from management innovation. Therefore, through theoretical analysis and summary of practical experience, this study constructs a scientific and practical management innovation system, and applies it to the management innovation practice of Shandong Electric Power Company, which provides reference for other enterprises. It has important theoretical and practical value. Management innovation is a series of management activities that renew management concept, integrate resource allocation, change management mode, adjust organizational structure, optimize work flow, perfect standard system, and promote efficiency and benefit of the company in the process of development. To ensure the smooth development of enterprise management innovation practice, we must build a set of perfect and efficient management innovation system. To solve this problem, this paper studies the construction of management innovation system. This paper adheres to the combination of theory and practice, highlights the characteristics of science and practice, starting from the understanding of management process theory by organizational function, and based on the previous studies, Three modules of Shandong electric power management innovation system are put forward in this paper: strategic management innovation decision-making system, analysis and elaboration from strategic leading, target selection and innovation emphases; This paper introduces the project management theory to analyze how the management innovation can be implemented through project management, based on the cooperative management innovation guarantee system, from the organization, culture, management innovation promotion system based on project management, the management innovation promotion system based on project management, the management innovation promotion system based on project management. Material and incentive aspects of how to ensure the formation of sustainable management innovation long-term mechanism. This paper uses the methods of literature research, case study, investigation and comparative study, taking Shandong Electric Power as the main research object, through summing up its management innovation practice, and drawing lessons from the experience of advanced enterprise management innovation on the basis of relevant theories. The viewpoint and design framework are demonstrated in a more comprehensive way. The innovation of this paper is that, based on the micro level of the enterprise, the composition of the enterprise management innovation system is systematically analyzed, and the definition and construction framework of the management innovation management system are put forward, and the management innovation system is refined. Enhanced the operational guidance of management innovation.
