科研机构军工固定资产投资项目风险分析与控制研究

【摘要】:“十五”以来,随着我国国防科技工业的快速发展和军事现代化的重大变革,国家在军工固定资产投资建设方面的投入力度不断加强,科研机构承担的军工固定资产投资项目越来越多,这不仅促进了科研机构在装备研制和生产领域的快速发展,保障了武器装备急需,也为推动技术创新、加快相关领域技术赶超世界前沿奠定了坚实基础。但由于科研机构缺乏固定资产投资项目的专业管理团队和完善的管理系统,专职管理人员流动性大、制度不健全、风险意识不够且缺少有效的应对措施,项目风险管理已经成为确保实现项目目标的重要手段之一。 本文围绕科研机构军工固定资产投资项目风险的形成、评价、控制等诸多问题展开研究。一是结合项目风险管理的相关知识,论述了固定资产投资项目的管理理论和基本概念;二是对科研机构军工固定资产投资项目的管理现状和存在问题进行了分析,提出了项目风险管理的必要性,并对科研机构军工固定资产投资项目的风险识别开展了研究,形成了风险识别清单;三是针对科研机构军工固定资产投资项目生命周期中的立项前期、过程实施、竣工验收三个主要阶段,利用层次分析法对主要流程环节中的风险进行了评价,并研究了相应的风险控制策略;四是结合某军工固定资产投资项目案例开展了实证研究,根据风险分析结果提出了有关控制措施和方案。 从目前科研机构军工固定资产投资项目的风险管理工作现状看,通过本文研究,可以为管理者提高科研机构军工固定资产投资项目的风险意识和管理水平提供一些有价值的参考,及时识别项目主要环节中存在或面临的重大风险,采取相应措施,有针对性的回避、控制、转移各项风险的影响,提高项目投资效益,提升建设效果,实现国有资产保值增值。
[Abstract]:Since the 10th Five-Year Plan, with the rapid development of China's defense science and technology industry and the major changes in military modernization, the state's investment in fixed assets investment in military industry has been continuously strengthened. Scientific research institutions are undertaking more and more investment projects in fixed assets of military industry. This not only promotes the rapid development of scientific research institutions in the field of equipment development and production, but also guarantees the urgent need for weapons and equipment, and also promotes technological innovation. Speeding up the relevant fields of technology to catch up with the world frontier laid a solid foundation. However, due to the lack of professional management team and perfect management system for fixed assets investment projects in scientific research institutions, the full-time managers are highly mobile, the system is not perfect, the risk awareness is not enough and the effective countermeasures are lacking. Project risk management has become one of the important means to ensure the realization of project objectives. This paper focuses on the formation, evaluation and control of the risk of fixed assets investment in military industry. The first is to discuss the management theory and basic concept of fixed assets investment project based on the related knowledge of project risk management, the second is to analyze the current situation and existing problems of military industry fixed assets investment project management in scientific research institutions. The necessity of project risk management is put forward, and the risk identification of fixed assets investment project of military industry in scientific research institutions is studied, and the risk identification list is formed. Thirdly, aiming at the three main stages of the life cycle of the fixed assets investment project of military industry in scientific research institutions, including the early stage, the implementation of the process, the completion and acceptance of the project, the risk in the main process link is evaluated by the Analytic hierarchy process (AHP). The paper also studies the corresponding risk control strategies. Fourthly, the paper carries out an empirical study based on the case of a fixed assets investment project in military industry, and puts forward the relevant control measures and schemes according to the results of risk analysis. From the current situation of risk management of fixed assets investment projects in military industry in scientific research institutions, through this study, It can provide some valuable reference for managers to raise the risk awareness and management level of fixed assets investment projects of military industry in scientific research institutions, identify in time the major risks existing or faced in the main links of the projects, and take appropriate measures. To avoid, control and transfer the influence of various risks, improve the investment benefit of the project, improve the construction effect, and realize the maintenance and increase of the value of the state-owned assets.
