食品安全“第一责任人”原则探析

【摘要】:"生产经营者是食品安全第一责任人"原则目前已是世界各国公认的食品安全管理原则。本文阐述了"生产经营者是食品安全第一责任人"原则的内涵,分析了由生产经营者承担第一责任的原因,介绍了该原则在国内外的确立历程,并明确提出了该原则对我国食品安全管理的更高要求。
[Abstract]:The principle of "production and operator is the first responsible person for food safety" has been recognized as the principle of food safety management all over the world. This paper expounds the connotation of the principle that "the producer is the first person responsible for food safety", analyzes the reasons why the producer and the operator assume the first responsibility, and introduces the establishment process of the principle at home and abroad. And put forward this principle to our country food safety management higher request clearly.
