榆林能源重化工基地土地利用研究

【摘要】:作为国家级能源重化工基地,榆林近几年来经济飞速发展,能源化工产业项目建设欣欣向荣。能源化工产业的发展和项目的快速建设大幅度增加了用地需求,建设用地的使用总量呈快速上升趋势,出现了建设用地指标日趋紧缺的现象。此外,由于基地处于生态环境脆弱地区,煤炭、石油、天然气、岩盐等资源的采掘和开发,加剧了发展与生态环境保护和耕地保护的矛盾,工业发展、城镇外延扩张、城市基础设施建设等都需要占用一定的土地,增加了土地资源利用和保护的压力。本研究以此为切入点,重点研究榆林能源重化工基地的土地利用问题,主要内容如下:1)第1、2部分,主要是分析研究背景,总结国内外研究现状,构建研究框架和研究思路,梳理主要土地利用相关理论。2)第3部分,分析榆林能源重化工基地土地利用现状,结合其社会经济发展状况,总结土地利用存在问题,对基地土地利用进行SWOT分析,提出四种土地利用战略。3)第4部分,构建模型计量园区土地利用规模,并优化安排其时空布局,确定土地利用方向。通过园区投资规模与用地面积计算出投资强度,再结合国家对不同工业项目建设用地的控制指标规定来实施用地规模的预测,从而依据各园区的投资规模确定出榆林能源重化工基地“二区六园”的用地规模。并结合基地各园区的资源禀赋特点和生态环境条件,在时间和空间上优化土地利用安排。4)第5部分,分析土地利用模式影响因素,借鉴国内外土地利用模式,构建基地环境友好型土地利用模式。人口增加、资源环境条件约束、GDP增长、产业结构变化、经济增长方式转变以及社会制度创新等是影响土地利用模式的因素。借鉴国内外园区建设经验,根据基地自然资源特点和生态环境条件,构建环境友好型土地利用模式,采用阶段性建设方案,逐步实施,实现基地可持续发展。5)第6部分,总结全文,并提出相应对策建议。
[Abstract]:As a national base of energy and heavy chemical industry, Yulin has developed rapidly in recent years, and the construction of energy and chemical industry project is flourishing. The development of energy and chemical industry and the rapid construction of projects have greatly increased the demand for land use, the total amount of construction land use has a rapid upward trend, and there is a growing shortage of construction land indicators. In addition, because the base is located in fragile areas of the ecological environment, the exploitation and exploitation of coal, oil, natural gas, rock salt and other resources have aggravated the contradiction between development and ecological environment protection and cultivated land protection, industrial development, and the extension of cities and towns. Urban infrastructure construction needs to occupy a certain amount of land, which increases the pressure of land use and protection. This research takes this as the breakthrough point, studies the Yulin energy heavy chemical industry base's land use question emphatically, the main content is as follows: 1: 1) second part, mainly analyzes the research background, summarizes the domestic and foreign research present situation, constructs the research frame and the research thought, The third part analyzes the present situation of land use in Yulin energy and heavy chemical industry base, sums up the existing problems of land use, and makes SWOT analysis on the land use of Yulin energy and chemical industry base, combined with its social and economic development. The fourth part of this paper proposes four kinds of land use strategies (3), constructs a model to measure the scale of land use in the park, optimizes its spatial and temporal distribution, and determines the direction of land use. The investment intensity is calculated through the investment scale and the land area of the park, and the forecast of the land use scale is carried out in combination with the national regulations on the control index of the construction land for different industrial projects. Therefore, according to the investment scale of each park, the land scale of Yulin energy and heavy chemical base "two districts and six gardens" is determined. Combined with the resource endowment characteristics and ecological environment conditions of each base park, optimizing the land use arrangement in time and space, part 5, analyzes the influencing factors of the land use pattern, and draws lessons from the domestic and foreign land use patterns. Construct the base environmental friendly land use mode. The factors that influence the land use pattern are population increase, resource environment condition, GDP growth, industrial structure change, economic growth mode change and social system innovation. Based on the experience of park construction at home and abroad, and according to the characteristics of natural resources and ecological environment of the base, this paper constructs an environment-friendly land use model, adopts a phased construction plan, and implements it step by step to realize the sustainable development of the base. Summarize the full text and put forward the corresponding countermeasures and suggestions.
