中国石油集团CD管理中心服务绩效管理的改进研究

【摘要】:管理学的核心内容之一是人力资源管理,而绩效管理则又是人力资源管理的重点。但当前大部分国有企业,还没有完全认识到绩效管理的重要作用,绩效管理的积极作用还未得到充分发挥。 本文对中国石油集团公司的的处级后勤服务单位——CD管理中心绩效管理体系进行了诊断与评价,总结其绩效管理中存在的优缺点,进而提出了完善措施。国有企业的后勤服务,与政府等公共服务具有相似性,提供的都是服务产品。绩效管理的重点包括服务的费效比、强调服务结果。就CD管理中心而言,虽然形式上有较为健全的人力资源体系,也围绕组织目标建立了KPI考核指标,但CD管理中心绩效管理体系受制于计划经济桎梏,仍处于发展阶段。为此,笔者结合现代绩效管理理论,对CD管理中心的绩效管理体系进行了改进设计,针对实际问题提出了对应的改进建议,包括:树立科学合理的绩效意识、运用符合实际的绩效考核办法、针对组织情况,建立符合实际的科学的绩效管理体系。 对于CD管理中心,从绩效考核体制上特点上分析,上级单位、第三方独立机构、单位自身都是公共后勤服务的考核主体。除考核服务的效能外,绩效考核应包括受众的满意度、服务投入度等指标,要求体现服务、公平、回应性等价值观念。本文总体上讲,其研究重点是对国有企业绩效管理的改进研究,但在研究过程中,又有机结合了公共后勤服务的业务特点。 本文的主要内容包括:绩效管理理论;获得基础数据,现状分析;找出不足;决策理论及方法;实施绩效管理的保障措施及效果检验;结论及展望。 主要的研究方法包括:统计分析;SWOT决策分析。对于原始数据,通过统计分析,找出特征和趋势,总结绩效管理中存在的关键问题。通过SWOT决策分析方法,结合CD管理中心的组织特点、政策规范、企业文化,,选择出最适合于CD管理中心的绩效管理体系。 本案例来源于国有计划经济企业的后勤辅助板块。本文的分析思路及操作实践,对于持续推进国有企业的改革具有积极的借鉴意义。
[Abstract]:One of the core contents of management is human resource management, and performance management is the focus of human resource management. However, at present, most state-owned enterprises have not fully recognized the important role of performance management, and the positive role of performance management has not been fully played. This paper makes a diagnosis and evaluation of the performance management system of the department level logistics service unit of China National Petroleum Corporation (CNPC), CD Management Center, summarizes the advantages and disadvantages of its performance management, and puts forward some measures to improve it. The logistic service of state-owned enterprises is similar to the public service such as government, and all they provide are service products. Performance management focuses on the cost-effectiveness ratio of service, emphasizing service results. As far as CD management center is concerned, although there is a relatively sound human resource system in form and KPI evaluation index is established around organizational objectives, the performance management system of CD management center is still in the development stage because of the shackles of planned economy. Therefore, combining with the modern performance management theory, the author designs and improves the performance management system of CD management center, and puts forward corresponding suggestions for improvement in view of practical problems, including: establishing scientific and reasonable performance consciousness, The scientific performance management system is established according to the organizational situation by using the actual performance appraisal method. For CD management center, from the characteristics of performance appraisal system, superior units, third party independent organizations, units themselves are the main body of public logistics service. Besides the effectiveness of service, performance evaluation should include the satisfaction of the audience, the degree of service input and other indicators, which should embody the values of service, fairness, responsiveness, and so on. In general, this paper focuses on improving the performance management of state-owned enterprises, but in the process of research, it combines the business characteristics of public logistics service organically. The main contents of this paper include: performance management theory; access to basic data, current situation analysis; find out deficiencies; decision-making theory and methods; implementation of performance management measures and effectiveness test; conclusions and prospects. The main research methods include: statistical analysis SWOT decision analysis. For the original data, through statistical analysis, find out the characteristics and trends, and summarize the key problems in performance management. Through the SWOT decision analysis method, combining the organizational characteristics of CD management center, policy norms, corporate culture, select the most suitable performance management system for CD management center. This case comes from the logistic support plate of state-owned planned economy enterprises. The analysis and practice of this paper have positive significance for promoting the reform of state-owned enterprises.
