我国食品安全保障体系建设对策研究

【摘要】:食品是一种特殊的商品,食品安全一头联着国家战略安全,一头联着公众日常生活,考验的是政府的公共管理能力和危机管理能力。食品安全是世界性难题和全球性课题。食品安全监管一直困扰各国政府。探索一条符合国情,科学高效的食品安全监管之路,是一国政府理应认真面对的课题。 本文从一个食品安全管理者的角度,选取Y省为例,对我国现阶段的食品安全状况从企业状况、风险评估、群体性食物中毒事件、消费者满意度、监管人员状况等方面进行深入分析,运用大量真实可靠的第一手数据加以佐证,提出当前影响我国食品安全的保障方面存在的法律框架不系统、安全标准不统一、监管体系不全面、监督功能不规范、行政监管能力较薄弱、道德伦理构架不健全等6大因素。同时,对欧美等一些发达国家,尤其是美国的现行食品安全监管体系进行分析对比,从而提出我国当前食品安全监管工作所迫切需要建立的社会核心价值道德体系、法律法规体系、食品标准化体系、食品安全监管体系、检验检测体系、风险评估及预警体系和突发事件应急处置体系等7大体系。
[Abstract]:Food is a special commodity. Food safety is linked to national strategic security and public daily life, which tests the government's ability of public management and crisis management. Food safety is a global problem and a global problem. Food safety regulation has been troubling governments all over the world. To explore a scientific and efficient way to supervise food safety in accordance with national conditions is a subject that the government of a country should seriously face. From the perspective of a food safety manager, this paper selects Y province as an example to analyze the current situation of food safety in China from the aspects of enterprise status, risk assessment, mass food poisoning events, consumer satisfaction, etc. Through in-depth analysis of the situation of supervisors and other aspects, and using a large number of truthful and reliable first-hand data to prove it, it is pointed out that the existing legal framework and safety standards affecting food safety in our country are not systematic, and safety standards are not uniform. The supervision system is not comprehensive, the supervision function is not standard, the administrative supervision ability is weak, the moral and ethical framework is not perfect, and so on. At the same time, this paper analyzes and compares the current food safety supervision system of some developed countries, especially the United States, and puts forward the social core value and moral system that our country urgently needs to establish in the current food safety supervision work. Laws and regulations system, food standardization system, food safety supervision system, inspection and detection system, risk assessment and early warning system and emergency management system.
