云南水电资源开发中民族利益的调适研究

【摘要】：本文认为从云南经济社会发展的实际出发，加快云南水电资源开发是大势所趋。当前，云南水电资源开发过程中存在民族利益损害，根源于水电开发利益关系的不协调。水电资源富集区少数民族的利益保障存在缺失是云南水电资源开发过程中存在的主要问题。当地少数民族的权益在现实的水电开发建设中未能得到保障，利益补偿不充分，水电资源开发带来的巨大利益在各个利益主体中分配不合理，体制机制不健全。为此，通过建立和完善水电资源开发中利益分配、利益补偿和利益共享机制，合理协调各利益团体间的关系，保障水电资源开发区少数民族的合法权益，确保水电资源开发利益均衡共享，顺利实现把云南建设成为边疆繁荣稳定，民族团结稳定示范区的战略目标。本文从目前云南水电资源开发中民族利益保障不协调的实际出发，通过对利益主体及相关权益关系进行研究，结合水电资源开发地区民族关系的特点，，试图构建一个对云南水电资源开发中民族利益的调适机制和体制，为实现边疆繁荣稳定、民族团结进步提供有力的制度保障，从而使云南水电资源开发能够更好的为民族地区的发展服务。
[Abstract]:Based on the reality of Yunnan's economic and social development, this paper holds that it is the trend of the times to speed up the development of Yunnan hydropower resources. At present, the damage of national interests in the process of hydropower resources development in Yunnan is rooted in the disharmony of the interests of hydropower development. The main problem in the process of hydropower resources development in Yunnan Province is the lack of protection of the interests of minority nationalities in hydropower rich areas. The rights and interests of the local minorities can not be guaranteed in the actual hydropower development and construction, the benefit compensation is not sufficient, the huge benefits caused by the development of hydropower resources are unreasonably distributed among the various benefit subjects, and the system and mechanism are not perfect. Therefore, through establishing and perfecting the mechanism of benefit distribution, benefit compensation and benefit sharing in hydropower resources development, the relationship between various interest groups should be reasonably coordinated, and the legitimate rights and interests of minorities in hydropower resources development zone should be safeguarded. To ensure the balanced sharing of benefits in hydropower resources development and to realize the strategic goal of building Yunnan into a demonstration area of prosperity and stability of border areas and national unity and stability. Based on the fact that the national interests are not coordinated in the exploitation of hydropower resources in Yunnan at present, this paper studies the main body of interests and the relationship of related rights and interests, and combines the characteristics of national relations in hydropower resources development areas. This paper attempts to construct a mechanism and system for adjusting the national interests in the exploitation of Yunnan hydropower resources in order to provide a strong institutional guarantee for the prosperity and stability of the border areas and the progress of national unity and progress. In order to make Yunnan hydropower resources development can better serve for the development of ethnic areas.
