我国合成生物技术产业发展战略及政策分析

【摘要】:新世纪合成生物技术的繁荣与发展,逐渐成为推动世界新技术革命的重要力量。近年来,随着合成生物技术产业化步伐的加快,其对人类社会的影响远不止于生态系统、自然环境以及人类健康等方面的潜在风险,任何改变人类物理循环状态和自然繁衍规律,及其影响人类社会关系的技术产业发展过程,都将对人类社会秩序和伦理构成深远影响。同其他科技产业发展一样,合成生物技术产业一方面在给人类带来巨大社会经济利益的同时,也让人们看到了解决诸多人类社会发展困境的希望,看到了合成生物技术在解决人类社会能源问题、人口问题、粮食问题、健康问题和环境问题等方面的能力和优势;另一方面合成生物技术也无法掩饰其内在和外在的负效应,其在技术研究过程中、产业化进程中无法保障人类健康与生命安全性问题,也无法保证生态多样性不被侵害,这其中存在的知情权问题、隐私权问题、基因歧视问题以及该技术发展侵犯人类生存尊严问题等,需要引起广泛的关注。 本文着眼于产业哲学的维度,对我国合成生物技术产业发展战略与政策应用可能产生的诸多问题发出思考。分析了合成生物技术的研究机理及其相关领域,对该项技术的发展过程进行了梳理,并系统地阐述了合成生物技术的发展趋势,及该技术的国内外研究现状。主要针对我国合成生物技术产业发展态势,从技术成长路径、产业演化特征及其产业培育模式三个方面入手,对我国合成生物技术产业发展进行系统评估,着力剖析技术成果转化中产业化运作的方式方法,为具体的产业开发提供理论分析依据。 本文主体部分全面论述我国合成生物技术产业的发展环境,运用马克思主义方法论从我国特定的产业背景中分析得出适合我国国情的合成生物技术产业发展的价值定位。立足于我国经济社会发展现状制定相关产业政策战略,针对上述对我国产业现状的分析,提出适应我国合成生物技术产业政策的目标与原则。具体问题具体分析,提出具有可操作性和针对性的对策建议:一是建立合成生物技术产业政策评估体系,二是完善政府职能加强政策引导,三是推进体制机制创新健全市场化模式,四是实施人才培育发展战略,五是构建成熟的金融体系和财税政策,六是坚持技术创新培育产业竞争力走新兴产业可持续发展道路。从而有效的提升我国新兴技术成果产业化的能力。使合成生物技术产业化发展更好的服务于社会,更好地服务于我国的国民经济建设。
[Abstract]:The prosperity and development of synthetic biotechnology in the new century has gradually become an important force to promote the new technological revolution in the world. In recent years, with the acceleration of the industrialization of synthetic biotechnology, the impact on human society is far more than the potential risks of ecosystem, natural environment and human health. Any change in the state of human physical cycle and the laws of natural reproduction and the development of technological industries that affect human social relations will have a profound impact on the order and ethics of human society. Like the development of other science and technology industries, the synthetic biotechnology industry not only brings enormous social and economic benefits to human beings, but also makes people see the hope of solving many difficulties in the development of human society. We have seen the capabilities and advantages of synthetic biotechnology in solving human social energy problems, population problems, food problems, health problems and environmental problems. On the other hand, synthetic biotechnology cannot conceal its internal and external negative effects. In the process of technological research, the industrialization process can not guarantee the human health and life safety, nor can it guarantee the ecological diversity is not infringed, which has the problem of the right to know and the right to privacy. The problem of genetic discrimination and the violation of human living dignity by the development of this technology need to be paid more attention. This paper focuses on the dimensions of industrial philosophy and gives some thoughts on the possible problems arising from the development strategy and policy application of synthetic biotechnology industry in China. The research mechanism and related fields of synthetic biotechnology are analyzed, the development process of this technology is combed, and the development trend of synthetic biotechnology is systematically described, as well as the domestic and foreign research status of synthetic biotechnology. Aiming at the development situation of synthetic biotechnology industry in China, this paper systematically evaluates the development of synthetic biotechnology industry in China from three aspects: the path of technological growth, the characteristics of industrial evolution and the mode of industrial cultivation. This paper analyzes the ways and methods of industrialization operation in the transformation of technological achievements, and provides theoretical basis for specific industrial development. In the main part of this paper, the development environment of synthetic biotechnology industry in China is discussed in an all-round way, and the value orientation of the development of synthetic biotechnology industry, which is suitable for China's national conditions, is obtained by using Marxist methodology from the specific industrial background of our country. Based on the current situation of China's economic and social development, this paper formulates the relevant industrial policy strategy, and puts forward the objectives and principles to adapt to the industrial policy of synthetic biotechnology in China in the light of the above analysis of the industrial situation of our country. Concrete analysis of the specific problems, put forward operable and targeted countermeasures and suggestions: first, to establish a synthetic biotechnology industry policy evaluation system, second, to improve government functions and strengthen policy guidance, Third, promote the innovation of system and mechanism, perfect the market-oriented model, implement the strategy of talent cultivation and development, construct a mature financial system and fiscal and taxation policies, and sixth, persist in technological innovation, cultivate industrial competitiveness and take the path of sustainable development of emerging industries. In order to effectively promote the industrialization of emerging technology in China. The industrialization of synthetic biotechnology can serve the society better and the national economy of our country better.
