中国LNG产业发展策略刍议

【摘要】:作为天然气产业链的一部分,LNG产业需要制定合理的发展策略,包括:1协调进口LNG和管输气贸易安排,提升中国在国际天然气市场的话语权;2制订液化天然气汽车(LNGV)长期发展战略,争取到2030年中国能用8 000×104 t/a LNG替代近1×108 t/a柴油,减少成亿吨的石油进口量;3对小型LNG液化产能和LNG罐箱车船运输进行统筹协调,与管网协同互补;4统一调度LNG设施,使其在波动很大的天然气管网调峰中发挥重要作用;5开发和推广新型低温冷媒和换冷、储冷技术,有效利用LNG冷能;6中国LNG产业将形成新型低碳产业群,每年具有数万亿元产值,提供数百万个就业机会,制造出新的高端出口品种,年减排数亿吨CO2和10%的细颗粒物(PM2.5)及其他污染,节约数百亿千瓦时的电力。
[Abstract]:As part of the natural gas industry chain, the LNG industry needs to formulate reasonable development strategies, including: (1) to coordinate the import LNG and gas pipeline trade arrangements, and to enhance China's voice in the international natural gas market; (2) to formulate a long-term development strategy for liquefied natural gas vehicles (LNGV) so that by 2030 China will be able to replace nearly 1 脳 108t / a diesel with 8 000 脳 104t / a LNG, thus reducing the import of hundreds of millions of tons of oil; (3) coordination of small LNG liquefaction capacity and LNG tank car-ship transportation, coordination with pipeline network, and (4) unified dispatch of LNG facilities to make it play an important role in peak shaving of fluctuating natural gas pipeline network; (5) developing and popularizing new low-temperature refrigerant, cold exchange and storage technology, and making effective use of LNG cold energy; (6) China's LNG industry will form a new low-carbon industrial cluster with trillions of yuan of output value each year, providing millions of jobs, creating new high-end export varieties, reducing annual emissions by hundreds of millions of tons of CO2 and 10 percent of fine particulate matter (PM2.5) and other pollution. Save tens of billions of kilowatt-hours of electricity.
