北京送变电公司认证管理体系运行效果综合评价研究

【摘要】：随着市场经济的发展，企业之间的竞争日益激烈，单一的注重产品质量和服务的管理已不能满足企业发展的需求。企业的经营活动涉及质量管理、环境管理、职业健康安全管理、人力资源管理、财务管理、信息管理等方方面面。企业的发展，不仅要考虑技术和产品，还要考虑企业对社会以及环境所带来的外部效应；不仅要考虑股东利益，也要考虑社会公众以及企业员工的利益。因此，越来越多的企业开始实施多种管理体系的认证，以完善其管理，提高自身的竞争优势。 北京送变电公司实施并认证了质量、环境、职业健康安全及测量管理体系。在对其认证管理体系的运行情况进行认真调研的基础上，论文从质量管理运行、环境管理运行、职业健康安全管理运行以及测量管理运行四个方面进行了综合评价。首先，说明了论文的选题背景、意义以及管理体系评价的研究现状。然后，对各个管理管理体系进行了阐述，介绍了管理体系评价的方法和理论，并对北京送变电公司认证管理体系的运行情况作了详细说明。最后，建立了评价北京送变电公司认证管理体系运行效果的模型，构建了评价指标体系，运用构建的评价模型对其进行了实证研究。评价结果表明，北京送变电公司认证管理体系的运行状况为良，整体运行情况较好，但尚有改进的空间。针对该评价结果，，本文提出了五个意见。这为进一步完善北京送变电公司的管理，提高其管理水平提供了一定的参考。
[Abstract]:With the development of market economy, the competition between enterprises is becoming more and more fierce. The single management of product quality and service can not meet the needs of enterprise development. Business activities involve quality management, environmental management, occupational health and safety management, human resources management, financial management, information management and other aspects. The development of enterprises should not only consider technology and products, but also consider the external effects of enterprises on society and environment, not only consider the interests of shareholders, but also the interests of the public and employees. Therefore, more and more enterprises begin to implement the certification of various management systems in order to improve their management and enhance their own competitive advantage. Beijing Power Transmission Company has implemented and certified the quality, environment, occupational health, safety and measurement management system. On the basis of careful investigation of the operation of the certification management system, this paper makes a comprehensive evaluation from four aspects: the operation of quality management, the operation of environmental management, the operation of occupational health and safety management and the operation of measurement management. Firstly, the background, significance and research status of management system evaluation are explained. Then, the management system is expounded, the evaluation method and theory of management system are introduced, and the operation of the certification management system of Beijing Power Transmission and Transformation Company is explained in detail. Finally, the paper establishes a model to evaluate the running effect of the certification management system of Beijing Power Transmission and Transformation Company, constructs an evaluation index system, and makes an empirical study on it by using the established evaluation model. The evaluation results show that the operating condition of the certification management system of Beijing Power Transmission and Transformation Company is good and the overall operation condition is good but there is still room for improvement. In view of the evaluation results, this paper puts forward five suggestions. This provides a certain reference for further perfecting the management of Beijing Power Transmission and Transformation Company and improving its management level.
