论我国食品安全管理中的政府责任

【摘要】:食品安全问题是各个国家关注的热点问题之一,环境污染的加剧、农药兽药饲料的不科学使用、食物添加剂的滥用、新技术新工艺的不断涌现等等都给食品安全的管理带来诸多挑战。我国的毒大米、毒韭菜、膨胀西瓜、蒙牛纯牛奶强致癌物事件等等食品安全事件相继发生。人们发出“到底还能吃什么”的呐喊。这些食品安全事件凸现了我国食品安全存在严重问题。同时,也暴露了我国政府在履行食品安全管理责任时,存在着缺位错位的问题。本文找出食品问题中政府的责任,目的在于完善食品管理中政府责任。本文主要的研究方法包括三种:文献研究法,收集有关政府责任与国家加强食品安全管理的权威材料,进行全面深入的分析研究;总体分析与个案分析,以2011-2012年最新食品事件为例分析了我国政府在食品安全管理中责任缺位的表现及其原因;比较分析法,对比国内外食品安全中政府责任履行状况,寻找差距并吸收先进经验。 本文的研究内容主要分为五部分。开头界定相关概念,分析了食品管理现状的基础上,引出政府责任履行不好的原因,提出了改善我国政府履行食品安全管理的责任的途径。最后指出我国在管理食品安全时,在管理体系、法律法规体系、检验检测技术及标准、食品安全信息等方面需要完善的地方。
[Abstract]:The problem of food safety is one of the hot issues concerned by all countries. The pollution of the environment, the unscientific use of pesticides and veterinary drugs and feed, the abuse of food additives, The continuous emergence of new technologies and processes has brought many challenges to the management of food safety. Food safety events such as poisonous rice, poisonous leek, swelling watermelon, Mengniu milk strong carcinogen and so on have occurred one after another. People shouted, "what else can we eat?" These food safety incidents highlight the serious problems of food safety in China. At the same time, it also exposed the absence of dislocation in the implementation of our government's responsibility for food safety management. The purpose of this paper is to perfect the government responsibility in food management. The main research methods of this paper include three kinds: literature research method, collecting authoritative materials about government responsibility and national strengthening food safety management, carrying on comprehensive and in-depth analysis and research; Overall analysis and case analysis, taking the latest food events in 2011-2012 as an example, analyzes the performance and reasons of the absence of responsibility in the food safety management of our government; Comparative analysis, comparison of domestic and foreign food safety in the implementation of government responsibility, to find the gap and absorb advanced experience. The research content of this paper is divided into five parts. On the basis of defining the relevant concepts and analyzing the current situation of food management, the paper points out the reasons for the poor performance of government responsibility, and puts forward the ways to improve the government's performance of the responsibility of food safety management. Finally, the author points out that the management system, laws and regulations system, inspection technology and standard, food safety information and so on need to be perfected in the management of food safety in our country.
