内蒙古稀土产业创新系统构建研究

【摘要】:稀土作为一种不可再生的重要资源,被众多国家列为发展高新产业的关键元素和国家的战略元素,被誉为“工业维生素”和新材料的“金库”。内蒙古作为北方稀土产业的重要高地,其稀土产业的合理开发利用一直是众多学者和研究机构关注的焦点。构建科学合理的稀土产业创新系统,不仅可以带动内蒙古稀土产业自身的发展,系统内要素之间协作模式还可为其他稀土产区提供借鉴。因此,构建科学合理的内蒙古稀土产业创新系统具有十分重要的理论价值和现实意义。 对内蒙古稀土产业的现况,寻找一条适合内蒙古稀土产业发展的合理途径是稀土产业发展的必然要求。通过发掘稀土产业中的创新要素,构建内蒙古稀土产业创新系统,并分为政策子系统、环境子系统、官产学研介子系统和评价子系统四个方面分析了内蒙古稀土产业现状,并针对性地提出了对策和建议。 本文的主要结论: 第一、本文通过对现有关于产业创新及稀土产业的中外文献研究分析总结发现,现有学者们的研究比较集中在稀土产业理论性研究,而对于稀土产业创新评价方面的研究相对较少。 第二、本文关注稀土产业的整体创新,通过构建能够整合稀土产业内的创新要素的创新系统模型,帮助各要素(政府、企业、高等院校、科研机构和中介机构)确立各自在产业创新系统内的定位。 第三、针对内蒙古稀土产业创新系统评价过程中出现的问题,从政府监管、行业整顿、稀土储备、稀土人才培养、稀土技术和融资渠道等方面提出对策和建议,其中主要包括明确分工,各司其职,信息透明;提高稀土企业门槛,加快行业整顿;加大稀土专用发票的推广力度,建立稀土储备长效机制;加大稀土研发的投入,,提高稀土应用水平;培养高水平创新人才,组建和发展创新型稀土企业集团;加快多元化融资渠道的建立健全;完善国家稀土战略储备制度。
[Abstract]:As an important non-renewable resource, rare earth is regarded as the key element of developing high-tech industry and the strategic element of the country in many countries. It is called "industrial vitamin" and "treasury" of new materials. As an important highland of rare earth industry in northern Inner Mongolia, the rational development and utilization of rare earth industry has been the focus of attention of many scholars and research institutions. Constructing a scientific and reasonable innovation system of rare earth industry can not only promote the development of Inner Mongolia rare earth industry itself, but also provide reference for other rare earth producing areas. Therefore, it is of great theoretical value and practical significance to construct a scientific and reasonable innovation system of rare earth industry in Inner Mongolia. In view of the present situation of rare earth industry in Inner Mongolia, it is necessary to seek a reasonable way for the development of rare earth industry in Inner Mongolia. Through exploring the innovation elements in rare earth industry, the paper constructs the innovation system of rare earth industry in Inner Mongolia, and analyzes the present situation of rare earth industry in Inner Mongolia from four aspects: policy subsystem, environment subsystem, government production, education and research meson system and evaluation subsystem. Countermeasures and suggestions are put forward. The main conclusions of this paper are as follows: first, through the analysis of the existing literature on industrial innovation and rare earth industry, it is found that the existing scholars focus on the theoretical research of rare earth industry. But the research on the innovation evaluation of rare earth industry is relatively few. Second, this paper focuses on the overall innovation of the rare earth industry, through the construction of innovation system model which can integrate the innovation elements in the rare earth industry, to help the elements (government, enterprises, universities, colleges and universities), Scientific research institutions and intermediary institutions) establish their respective position in the industrial innovation system. Third, in view of the problems in the process of evaluating the innovation system of rare earth industry in Inner Mongolia, the countermeasures and suggestions are put forward from the aspects of government supervision, industry reorganization, rare earth reserves, rare earth personnel training, rare earth technology and financing channels, etc. It mainly includes a clear division of labor, their respective duties, transparent information; Raise the threshold of rare earth enterprises, speed up the consolidation of the industry, increase the promotion of special invoices for rare earths, establish a long-term mechanism for the storage of rare earths, increase investment in research and development of rare earths, and improve the level of rare earth applications; We will train innovative talents, set up and develop innovative rare earth enterprise groups, speed up the establishment of diversified financing channels, and improve the national rare earth strategic reserve system.
