上海市虹口区餐饮企业食品安全政府监管问题研究

【摘要】:食品安全是关乎国计民生的大事,直接影响国民身体素质,经济发展,间接关系人民幸福,社会稳定,政府公信,食品安全也是一项重要的公共产品,提供安全的食品被普遍列为政府的重要职能之一。然而近几年我国暴发的食品安全事件令人触目惊心,总体食品安全形势相当严峻,从现实来看,我国食品安全监管体系基础薄弱,理论研究水平较为落后,食品安全监管效能差强人意,众多方面亟待改进。餐饮行业作为食品消费终端环节,是食品生产链条上的重要一环,由于食品具有风险累积等特性,对餐饮企业的食品安全监管应着眼于餐饮企业,但又不能局限于餐饮企业,应将餐饮企业的食品安全纳入统筹考量。 本文立足于政府食品安全监管展开论述,在我国推进服务型政府建设的大背景大环境下,抓住改革契机,以无缝隙政府理论、治理理论等理论为指导,以上海市虹口区餐饮企业食品安全政府监管为切入点,通过学习借鉴日本、香港等发达国家和地区食品安全监管的先进经验,分析了虹口区餐饮企业食品安全监管工作中存在的问题和缺陷,并提出相应的对策和设想。 本文共分为五章,第一章为导论,介绍了选题的背景和意义,以及国内外关于食品安全监管的研究现状,本文的研究思路和方法;第二章对文中涉及的“政府职能”、“食品安全监管”等重要概念进行了界定,并阐述了政府履行食品安全监管服务职能的理论依据;第三章评析了虹口区餐饮企业政府食品安全监管的现状以及存在的缺陷;第四章分别剖析了日本和香港在食品安全监管方面的突出特点和有益经验,并归纳出五点对我国的启示以及现实参考意义;第五章据前所述,,从体制机制、法律法规、监督管理、服务创新等方面提出改进虹口区餐饮企业政府食品安全监管的对策和建议,最后结语部分对全文进行概括总结。
[Abstract]:Food safety is a major event related to the national economy and people's livelihood. It has a direct impact on the health of the people, economic development, indirectly related to people's happiness, social stability, the government's public trust, and food safety is also an important public product. The provision of safe food is widely regarded as one of the important functions of the government. However, the outbreak of food safety events in China in recent years is shocking, and the overall food safety situation is quite severe. In reality, the foundation of our food safety supervision system is weak, and the level of theoretical research is relatively backward. The effectiveness of food safety supervision is unsatisfactory, and many aspects need to be improved. As the end link of food consumption, catering industry is an important link in food production chain. Because food has the characteristics of risk accumulation, food safety supervision of catering enterprises should focus on catering enterprises, but not limited to catering enterprises. Food safety of catering enterprises should be taken into consideration as a whole. Based on the discussion of government food safety supervision, under the background of promoting service-oriented government construction in China, this paper grasps the opportunity of reform and is guided by seamless government theory, governance theory and so on. Taking the food safety supervision of food and beverage enterprises in Hongkou District of Shanghai as a starting point and learning from the advanced experience of food safety supervision in developed countries and regions such as Japan and Hong Kong, The problems and defects in food safety supervision of catering enterprises in Hongkou district were analyzed, and the corresponding countermeasures and assumptions were put forward. This paper is divided into five chapters, the first chapter is the introduction, introduced the background and significance of the topic, as well as the domestic and foreign research on food safety supervision, research ideas and methods of this paper; The second chapter defines the important concepts of "government function" and "food safety supervision", and expounds the theoretical basis for the government to perform the function of food safety supervision and service. The third chapter analyzes the current situation and defects of food safety supervision in Hongkou district. The fourth chapter analyzes the prominent characteristics and beneficial experience of Japan and Hong Kong in the aspect of food safety supervision, and concludes five points of enlightenment and practical reference significance to our country. The fifth chapter, according to the previous mentioned, from the system mechanism, laws and regulations, supervision and management, service innovation and other aspects to improve the government food safety management in Hongkou District food safety countermeasures and suggestions, the last part of the conclusion summarized the full text.
