苏南地区电企低碳经营影响因素及应对策略研究

【摘要】:发展低碳经济是贯彻科学发展观,走可持续发展道路的本质要求,有利于转变经济发展方式、提高我国的核心竞争力;有利于融入世界最新的经济发展与技术革新浪潮之中,提高对全球性经济风险的抵御能力;有利于树立负责任大国的国际形象,化解国际压力,提高国际影响力;是我国建设资源节约型、环境友好型社会,建设创新型国家的必经之路。发展低碳经济对中国具有重要的现实意义和战略意义。 本文将深入分析电力行业在低碳经济背景下所遇到的关键问题,探讨发电企业在低碳经济中所面临的挑战,并论述了政府和社会的应对策略。作为工业领域中最大的碳排放部门之一,发电企业在发展低碳经济的背景下面临非常多的挑战与风险,特别是各类低碳要素的引入将会给发电企业的生产、运营、发展等方面带来新问题和新任务。在我国,电力碳排放的特点是总量大、增速快,电力行业二氧化碳排放量占总排放量的38.76%,远远超过发达国家与全球平均水平。这一数据显示了我国电力行业在碳减排方面的巨大压力及潜力。2009年,中国政府做出承诺:到2020年,非化石能源占一次能源消费的比重达到15%左右;单位国内生产总值二氧化碳排放强度比2005年下降40%-45%。这个承诺对我国的电力行业提出了严峻的挑战,传统电力行业在外部环境和内部发展模式上都将面临巨大的转变。 江苏长江以南五市——苏、锡、常、镇、宁——作为长三角的重要地区,应充分利用已经形成的较为完善的产业基础,积极参与世界产业资本的结构重组和规模扩张,,尤其是加快新能源基础设施的建设,苏南地区发电企业向新能源、低碳化的转型将不仅有利于应对现实气候变化威胁的需要,也将满足苏南地区经济发展、能源安全的需要。
[Abstract]:The development of low-carbon economy is the essential requirement of carrying out the scientific development view and taking the road of sustainable development, which is conducive to changing the mode of economic development and improving the core competitiveness of our country. It is beneficial to integrate into the latest wave of economic development and technological innovation in the world, to improve the ability to resist global economic risks, to set up the international image of a responsible country, to defuse international pressure and to enhance international influence. It is the only way to build a resource-conserving, environment-friendly society and an innovative country. The development of low-carbon economy has important practical and strategic significance to China. This paper will deeply analyze the key problems faced by the power industry in the context of low-carbon economy, discuss the challenges faced by power generation enterprises in the low-carbon economy, and discuss the countermeasures of the government and the society. As one of the largest carbon emission sectors in the industrial field, power generation enterprises face a lot of challenges and risks in the context of the development of low-carbon economy. Especially, the introduction of various low-carbon elements will give power generation enterprises production and operation. Development and other aspects bring new problems and new tasks. In China, power carbon emissions are characterized by a large total amount, fast growth, power industry carbon dioxide emissions accounted for 38.76 percent of the total emissions, far more than the developed countries and the global average level. The data show the great pressure and potential of China's electricity industry in reducing carbon emissions. In 2009, the Chinese government made a commitment: by 2020, non-fossil energy will account for about 15% of primary energy consumption; The intensity of carbon dioxide emissions per unit of GDP is 40-45 lower than in 2005. This commitment poses a severe challenge to China's power industry, and the traditional power industry will be faced with great changes in the external environment and internal development mode. Five cities south of the Yangtze River in Jiangsu-Su, Tin, Chang, Zhen, and Ning as important areas in the Yangtze River Delta, should make full use of the relatively perfect industrial foundation already formed and actively participate in the restructuring and scale expansion of world industrial capital. In particular, accelerating the construction of new energy infrastructure, the transformation of power generation enterprises in southern Jiangsu to new energy and low carbonization will not only help to deal with the real threat of climate change, but also meet the needs of economic development and energy security in southern Jiangsu.
