基于PCMM的新疆煤炭业人力资源开发研究

【摘要】:随着全球经济的市场化、国际化,人力资源越来越成为经济增长的关键性因素。国家之间的竞争,企业与企业间的竞争,是知识与技术的竞争,其实质上是人才的竞争。二十一世纪,必将是一个知识经济发展的时代,一个人力资源开发的时代。人力资源作为现代企业的战略性资源和第一资源,对企业的发展也越来越起到关键性的作用。 新疆是中国矿产资源最为丰富的省区之一,矿产种类全,储量大,,开发前景广阔。其拥有丰富的煤炭资源,煤炭预测资源量2.19万亿吨,占全国的40%,居全国之冠;已探明的储量约170多亿吨,在全国名列第8位但由于长期以来的历史原因,新疆还尚处于新型工业化中级阶段的初期。本文通过对人员能力成熟度模型(People Capability Maturity Model,简称PCMM)理论体系的深入研究,综合分析了中国煤炭业的现状,以新疆煤炭业为研究对象,希望通过应用PCMM理论体系来指导新疆煤炭业人力资源开发与管理水平,缩小与疆外同行的差距,增强新疆煤炭业的国际竞争力,为新疆煤炭业走向世界提供强有力的支持。 本文针对新疆煤炭业人力资源开发与管理存在的问题,在归纳和总结大量国内外相关文献资料的基础上,综合运用人力资源管理理论、组织变革发展理论和PCMM理论等相关理论分析了新疆煤炭企业实施PCMM理论的必要性和可行性,设计了适合新疆煤炭业人力资源开发与管理的改进路线图,并详细介绍了由初始级向可优化级进化的人员组织过程域和实践,最后在对其作出评价的基础上提出了改进建议。 本文实现了两个创新:第一、通过研究PCMM理论并结合新疆煤炭业的特点,提出新疆煤炭业人力资源开发与管理的改进措施。第二、结合PCMM中的理论探讨了适合新疆煤炭业人力资源开发的实践。
[Abstract]:With the marketization and internationalization of the global economy, human resources are becoming more and more the key factor of economic growth. The competition between countries, between enterprises and enterprises is the competition of knowledge and technology, which is essentially the competition of talents. The 21 century will be an era of knowledge economy development and human resource development. As the strategic resource and the first resource of modern enterprises, human resources play a more and more important role in the development of enterprises. Xinjiang is one of the most abundant mineral resources provinces in China. It has rich coal resources, coal prediction resources of 2.19 trillion tons, accounting for 40 percent of the country, ranking the top in the country; The proven reserves are about 17 billion tons, ranking eighth in the country. However, due to the long history, Xinjiang is still in the early stage of the intermediate stage of new-type industrialization. Based on the in-depth study of the theory system of (People Capability Maturity Model, (personnel capability maturity Model), this paper comprehensively analyzes the present situation of China's coal industry, taking Xinjiang coal industry as the research object. It is hoped that the application of PCMM theory system can guide the development and management level of human resources in Xinjiang coal industry, narrow the gap with its counterparts outside Xinjiang, strengthen the international competitiveness of Xinjiang coal industry, and provide strong support for Xinjiang coal industry to the world. In view of the problems existing in the development and management of human resources in the coal industry of Xinjiang, this paper, on the basis of summarizing and summarizing a large number of domestic and foreign literature and materials, synthetically applies the theory of human resources management. This paper analyzes the necessity and feasibility of implementing PCMM theory in Xinjiang coal enterprises, and designs a road map for the improvement of human resources development and management in Xinjiang coal industry. The process and practice of personnel organization evolving from initial stage to optimal level are introduced in detail. Finally, suggestions for improvement are put forward on the basis of evaluation. This paper realizes two innovations: first, by studying the theory of PCMM and combining the characteristics of Xinjiang coal industry, the paper puts forward the improvement measures of human resources development and management in Xinjiang coal industry. Secondly, combining with the theory of PCMM, this paper discusses the practice of human resource development in Xinjiang coal industry.
