供电企业外部环境风险管理体系研究

【摘要】:仔细审视供电企业发展面临的内外部环境,不难发现进行供电企业的外部环境风险管理研究,在供电企业实施“法治”,规范供电企业运营行为,增强供电企业抵御经营和外部风险的能力,使供电企业在发展的过程中少付代价,保证企业持续、有序、和谐发展,具有非常强的针对性和重要的现实意义。 本文在充分调研的基础上,对供电企业在管理流程和业务制度等环节的常见外部风险进行全面梳理,并以现有的法律法规及相关外部风险作为客体进行研究,试图从安全生产、电网建设、电力营销等角度,发现、识别、分析、控制和处理供电企业面临和潜在的各项常见外部风险,从而提出相应的解决措施,设计外部风险管理体系,实现外部风险管理体系与企业管理体系的有效融合,以达到规范供电企业各项操作程序、防范外部风险的目的。 经研究发现,供电企业外部风险管理,必须通过建立完善一系列制度、组织、流程和职能,形成一个完整、规范、动态的外部风险管理体系来予以控制和管理。这个体系涉及到供电企业可能存在外部风险的各个业务和管理领域,贯穿于各个业务和管理活动过程中,也深入到各个部门的工作,它的建立、运行和周期滚动不能依靠个别部门,必须通过供电企业各部门和全体员工的协调配合来完成。有效实施外部风险管理需要六个方面的保障措施:领导重视是有效推进外部风险管理的前提;市场需求是外部风险管理的动力;员工的风险意识是外部风险管理的基础;有效的制度与组织体系是外部风险管理的保障;持续的监测与改进是外部风险管理的法宝;企业的核心竞争力是外部风险管理的方向。
[Abstract]:By carefully examining the internal and external environment facing the development of power supply enterprises, it is not difficult to find out that it is easy to carry out research on external environmental risk management of power supply enterprises, to implement "rule of law" in power supply enterprises, and to standardize the operation behavior of power supply enterprises. To strengthen the ability of power supply enterprises to resist management and external risks, to reduce the cost of power supply enterprises in the process of development, to ensure the sustained, orderly and harmonious development of enterprises, has a very strong pertinence and important practical significance. On the basis of full investigation, this paper comprehensively combs the common external risks in the management process and business system of power supply enterprises, and takes the existing laws and regulations and related external risks as the object to try to conduct a study from the safety production. From the point of view of power grid construction, electric power marketing and so on, to find, identify, analyze, control and deal with the common external risks faced and potential by power supply enterprises, so as to put forward the corresponding solutions and design the external risk management system. To realize the effective integration of external risk management system and enterprise management system in order to standardize the operation procedures of power supply enterprises and guard against external risks. It is found that the external risk management of power supply enterprises must be controlled and managed by establishing and perfecting a series of systems, organizations, processes and functions to form a complete, standardized and dynamic external risk management system. This system involves all kinds of business and management fields in which external risks may exist in power supply enterprises, runs through the process of various business and management activities, and also goes deep into the work of various departments. Operation and cycle rolling can not depend on individual departments, but must be completed by coordination of all departments and staff of power supply enterprises. Effective implementation of external risk management requires six aspects of safeguards: leadership attention is the premise to effectively promote external risk management, market demand is the driving force of external risk management, employees' risk awareness is the basis of external risk management; Effective system and organization system is the guarantee of external risk management; continuous monitoring and improvement is the magic weapon of external risk management; the core competitiveness of enterprises is the direction of external risk management.
