江苏省电力公司管控模式研究

【摘要】:快速变化的环境,使得管理变革成为了企业的经常行为。而电力行业在国民经济发展和社会进步中的重要地位,以及电力企业核心业务独特的性质,使得针对电力企业管控模式的研究具有重要的现实意义。省级电网公司由于其在国家电网公司分级管理中的独特地位,使得省级电网公司管控模式的创新和优化具有重要的战略意义。因此,本研究选择以省级电网公司管控模式为研究选题,并以江苏省电力公司这一国家电网公司系统内体量最大、管理水平居前列的省级电网企业为研究对象。 本研究主要使用了文本分析法、深度访谈法、典型企业对标法和头脑风暴法等方法。论文在界定了管控模式之后,首先对管控模式的三种类型及其特征进行了阐释,并详细分析了影响企业管控模式选择与设计的相关因素,之后对影响江苏省电力公司管控模式选择的发展环境、发展战略、技术进步和核心业务特征等进行了分析,为其管控模式的设计提供了基本的方向。 在总结江苏省电力公司传统管控模式存在问题,分析江苏电力公司管控模式设计的影响因素后,论文提出了基于“扁平化、集约化和专业化”导向的新管控模式,并对新模式的优点和可能存在的局限性进行了深入研究。结合国际对标分析结论,论文最后提出了理想管控模式的目标和实施的战略性措施。 本论文提出的江苏省电力公司管控模式不仅对电网企业管理创新实践具有一定的指导意义,而且也是将现代管理理论应用于电力行业的有益尝试。
[Abstract]:The fast changing environment makes the management change become the regular behavior of the enterprise. The important position of electric power industry in the development of national economy and social progress, as well as the unique nature of the core business of electric power enterprises, make the research on the management and control mode of electric power enterprises have important practical significance. Because of its unique position in the hierarchical management of the state power grid company, the innovation and optimization of the management and control mode of the provincial power grid company is of great strategic significance. Therefore, this research chooses the provincial power grid management model as the research topic, and takes Jiangsu Electric Power Company, a national power grid company, as the research object, which has the largest volume in the system and leads the management level. This study mainly uses text analysis, in-depth interviews, typical business benchmarking and brainstorming methods. After defining the management and control mode, the paper first explains the three types and characteristics of the management and control mode, and analyzes the relevant factors affecting the choice and design of the management and control mode in detail. After that, the development environment, development strategy, technology progress and core business characteristics of Jiangsu Electric Power Company are analyzed, which provide the basic direction for the design of the management and control mode of Jiangsu Electric Power Company. After summarizing the problems existing in the traditional management and control mode of Jiangsu Electric Power Company and analyzing the influencing factors of the design of the management and control mode of Jiangsu Electric Power Company, the paper puts forward a new management and control mode based on "flatness, intensity and specialization". The advantages and possible limitations of the new model are also studied in this paper. Combined with the conclusion of international standard analysis, the paper finally puts forward the goal of ideal control mode and the implementation of strategic measures. The management mode of Jiangsu Electric Power Company proposed in this paper not only has certain guiding significance to the management innovation practice of the power grid enterprise, but also is a beneficial attempt to apply the modern management theory to the electric power industry.
