五冶西北公司的管理创新与发展策略探讨

【摘要】:在我国改革开放、社会经济发展的二十多年中,国有大中型企业蓬勃发展,在经济增长、扩大社会就业、促进革新等方面发挥了巨大作用。在世界范围内来讲,大型跨国工程承包商在全球经济舞台上扮演着越来越重要的角色,而在我国,国有大型施工企业也已成为经济发展中的中流砥柱和活跃力量,其中的区域分公司作为营销与施工的主体发挥了巨大的作用。然而,在长期的发展中,作为这些国有大中型施工企业中的区域分公司,由于外界的诸多因素限制加之自身制度性的缺陷,从根本上制约了这类公司的发展。 本文作者作为中冶成工建设有限公司五冶西北公司(以下简称五冶西北公司)的经理,意在以五冶西北公司为例来探讨这类支撑国有大型工程承包企业快速发展的区域性中小型施工企业所存在的问题,,找出相应的管理和发展路径,并提出相应对策。 五冶西北公司作为一个管理型、区域性的施工企业,要形成企业自身的核心竞争能力重在管理创新。文章提出通过完善企业内部组织来优化决策行为,以顾客为中心加强企业服务创新,扩展基层组织行为能力建设来培育五冶西北公司的市场核心竞争力,通过地域化及专业化的组织形式快速发展,同时,通过企业执行力文化建设、企业家精神培育的探讨,提升企业文化建设促进企业软实力建设;并针对地域、专业分公司建立相应的管理创新机制来确保创新得以持续有效。 本文对五冶西北公司的发展战略和管理创新进行了深入具体的分析和探讨,先考察了该公司及所属地域分公司、专业分公司具有的资源和核心能力,以及在适当的市场机会中这些资源和竞争能力的价值;然后确定企业与未来可能存在的商业机会所要求的资源和竞争能力相比的差距;最后做出如何弥补差距的创新战略和管理的决策。 文章以创新理论为依据,多方面阐述了这类区域施工企业存在的普遍性问题,并从创新角度提出较为实际、可行的解决之道。通过对五冶西北公司实际发展状况的剖析,找出其中一些基本规律,正确认识发展中的困难,采取科学的发展对策促进国有企业发展的长足健康发展,使其为经济、社会的发展发挥更大的效用。
[Abstract]:In more than two decades of reform and opening up and social and economic development in China, large and medium-sized state-owned enterprises have flourished and played a great role in economic growth, expansion of social employment, and promotion of innovation. In terms of the world, large-scale multinational engineering contractors are playing an increasingly important role in the global economic arena, and in China, large-scale state-owned construction enterprises have also become the mainstay and active force in the economic development. Among them, the regional branch as the main body of marketing and construction has played a huge role. However, in the long-term development, as a regional branch of these large and medium-sized state-owned construction enterprises, the development of such companies is fundamentally restricted because of many external constraints and their own institutional defects. The writer is the manager of Wuye Northwest Company of China Metallurgical Chenggong Construction Co., Ltd. (hereinafter referred to as Wuye Northwest Company). This paper discusses the problems existing in the regional small and medium-sized construction enterprises which support the rapid development of the state-owned large-scale project contracting enterprises, finds out the corresponding management and development path, and puts forward the corresponding countermeasures, taking the northwest company of Wuye as an example to discuss the problems existing in this kind of regional construction enterprises. As a management-oriented, regional construction enterprise, Wuye Northwest Company should form its own core competitive power in management innovation. This paper proposes to optimize the decision-making behavior by perfecting the internal organization of the enterprise, to strengthen the service innovation of the enterprise by taking the customer as the center, and to expand the construction of the grass-roots organizational capacity to cultivate the market core competitiveness of the northwest company of Wuye. Through the rapid development of regional and specialized organizational forms, and through the construction of enterprise execution culture and the discussion of entrepreneurship cultivation, the construction of enterprise culture can be promoted to promote the construction of enterprise soft power; And according to the region, the professional branch establishes the corresponding management innovation mechanism to ensure that the innovation can be sustained and effective. In this paper, the development strategy and management innovation of Wuye Northwest Company are analyzed and discussed in detail. Firstly, the resources and core competence of the company and its regional branch and professional branch are investigated. And the value of these resources and competitiveness in appropriate market opportunities; Then determine the gap between the enterprise and the resources and competitiveness required by possible business opportunities in the future; finally make the innovation strategy and management decision on how to close the gap. Based on the theory of innovation, this paper expounds the universal problems existing in this kind of regional construction enterprises in many aspects, and puts forward some practical and feasible solutions from the point of view of innovation. Through the analysis of the actual development situation of the northwest company of Wuye smelter, some basic laws are found out, the difficulties in the development are correctly understood, and the scientific development countermeasures are adopted to promote the rapid and healthy development of the state-owned enterprises and make them the economy. The development of society plays a greater role.
