吉林油田公司人力资源规划研究

【摘要】:随着知识经济的发展和人力资源配置市场化的影响,,人力资源管理是企业管理内容的重点之一,在“以人为本”的核心管理理念的指导下,我国企业都渐渐意识到人力资源主观能动性所带来的巨大经济利益,在面对高端人才的竞争中,企业也客观意识到自身人力资源管理的缺陷和不足。 人力资源规划作为企业人力资源管理的核心和重点,要求企业站在发展战略高度进行人力资源规划,充分发挥人力资源管理的有效性,进一步挖掘人员潜在能力,提高企业的创新能力和持续竞争力。我国对于人力资源规划的研究起步较晚,各种理论和实践尚处于发展阶段,在知识经济发展的今天,企业必须从人力资源规划入手,提升人力资源管理效率。 本文研究主要是设计中国石油吉林油田公司的人力资源规划方案,在人力资源规划的设计流程的基础上,介绍吉林油田的人力资源规划现状,分析企业的战略目标和所处的内外部环境,制定符合吉林油田发展战略的人力资源规划方案,并给出了完善人力资源规划的实施保障措施。首先,本文介绍了研究背景、意义和研究内容、目的等,并解释了人力资源管理、人力资源规划的意义,介绍制定人力资源规划的原则、步骤,并对国内外研究现状进行评述;其次,根据对吉林油田的战略和环境进行分析,进行人力资源的需求和供给预测,并得出人力资源供需平衡表;最后,根据吉林油田人力资源规划的目标,结合人员供需表,制定具体的人力资源规划方案,包括:人员供给计划、人员培训计划、绩效评价计划、薪酬福利和职业规划等计划,并制定了人力资源规划的评估和调整机制,形成完整的符合吉林油田发展要求的企业人力资源规划方案。
[Abstract]:With the development of knowledge economy and the influence of the marketization of human resources allocation, human resource management is one of the key points of enterprise management. Under the guidance of the core management concept of "people-oriented", Chinese enterprises are gradually aware of the huge economic benefits brought about by the subjective initiative of human resources. In the face of the competition of high-end talents, enterprises are also objectively aware of the defects and shortcomings of their own human resources management. As the core and focus of enterprise human resource management, human resource planning requires enterprises to carry out human resource planning from the height of development strategy, give full play to the effectiveness of human resource management, and further excavate the potential ability of personnel. Improve the innovation ability and sustainable competitiveness of enterprises. The research on human resource planning in our country starts relatively late, and all kinds of theories and practices are still in the development stage. Today, with the development of knowledge economy, enterprises must start with human resource planning to improve the efficiency of human resource management. This paper mainly designs the human resource planning scheme of PetroChina Jilin Oilfield Company. On the basis of the design process of human resource planning, this paper introduces the present situation of human resource planning in Jilin Oilfield. This paper analyzes the strategic objectives and internal and external environment of the enterprise, formulates the human resource planning scheme in accordance with the development strategy of Jilin Oilfield, and gives the implementation guarantee measures to perfect the human resource planning. First of all, this paper introduces the research background, significance, research content, purpose and so on, and explains the significance of human resource management and human resource planning, introduces the principles and steps of human resource planning, and comments on the research status at home and abroad. Secondly, according to the strategy and environment of Jilin Oilfield, the demand and supply of human resources are forecasted, and the balance table of supply and demand of human resources is obtained. Finally, according to the goal of Jilin oil field human resource planning, combined with the personnel supply and demand table, the specific human resource planning plan is worked out, including: personnel supply plan, personnel training plan, performance evaluation plan. The plan of salary, welfare and career planning, and the evaluation and adjustment mechanism of human resource planning are worked out, and a complete enterprise human resource planning scheme is formed, which meets the requirements of Jilin oil field development.
