东莞供电局绩效评价体系及其应用研究

【摘要】:随着市场经济的建立,社会资源配置的最优化使得电力企业竞争压力越来越大。特别是改革开放以来,随着我国电力体制改革的不断深入和电力市场的不断完善,政府相关部门对电力企业的经济利益和管理水平的要求也越来越高。面临这样的挑战和压力,如何加强和规范内部管理已成为电力企业提高效率、改善效益的必然要求。在这种情境下,电力企业只有从提高内部管理水平出发,强化绩效管理,提高电力企业的核心竞争力,才能更好地应对电力市场环境变化的挑战。因此,建立一套科学高效的绩效评价体系对于提高电力企业管理水平具有重要的意义。 本文在阅读国内外相关文献的基础上,深入分析东莞供电局绩效管理现状及其存在问题的基础上,从绩效考核流程、考核方法、绩效评价的实施与应用等方面建立了全方位的绩效评价体系,并提出了绩效评价体系的保障措施。具体研究内容是: 首先,本文研究了绩效管理的基本理论,阐述了绩效、绩效管理及绩效评价的含义,介绍业绩效评价流程,以及绩效评价的各种方法,并分析东莞供电局绩效管理现状,总结其绩效评价体系存在的问题及其原因。 其次,提出了东莞供电局绩效评价体系设计思路,明确了绩效管理的目标和设计原则,构建了基于关键绩效指标(KPI)的东莞供电局绩效评价指标体系,并根据这一指标体系对员工绩效进行评价。 再次,结合相关绩效管理理论,提出了东莞供电局实施绩效评价体系的保障措施,主要是开展绩效管理理念教育工作,做好绩效考核前的宣传准备工作;加强全体员工培训,强化岗位技能培训,充分发挥培训机制的效用;以及加强领导等。 最后,总结本文研究的结论,并提出未来研究展望。 本文研究的绩效评价体系旨在促进东莞供电局整体业务水平和管理水平的提高,进而实现整体效益的最大化。
[Abstract]:With the establishment of market economy and the optimization of social resource allocation, the competition pressure of electric power enterprises is becoming more and more important. Especially since the reform and opening-up, with the deepening of the reform of the power system and the continuous improvement of the electric power market, the demands of the government-related departments on the economic benefit and management level of the electric power enterprises are getting higher and higher. Facing such challenges and pressures, how to strengthen and standardize the internal management has become an inevitable requirement for power enterprises to improve the efficiency and improve the efficiency. In this situation, only from the improvement of the internal management level, the power enterprise can strengthen the performance management, and improve the core competitiveness of the power enterprise, so as to better deal with the change of the environment of the electric power market. Therefore, it is of great significance to set up a set of scientific and efficient performance evaluation system to improve the management level of power enterprise. On the basis of reading the relevant literature at home and abroad, this paper, based on the analysis of the current situation of the performance management of Dongguan Power Supply Bureau and its existing problems, has set up a comprehensive performance evaluation body from the aspects of the performance appraisal process, the assessment method, the implementation of the performance evaluation and the application. It also puts forward the guarantee measures of the performance evaluation system. Application of the study First, this paper studies the basic theory of performance management, expounds the meaning of performance, performance management and performance evaluation, introduces the process of performance evaluation and various methods of performance evaluation, and analyzes the performance tube of Dongguan Power Supply Bureau The present situation of the performance evaluation system is summarized and the problems existing in the performance evaluation system are summarized. The reason of this is that the design idea of the performance evaluation system of Dongguan Power Supply Bureau is put forward, the goal and the design principle of the performance management are clarified, and the performance evaluation index system of Dongguan Power Supply Bureau based on the KPI is constructed, and the performance of the performance evaluation system is based on the index system. To evaluate the effectiveness of the performance evaluation system of Dongguan Power Supply Bureau, in combination with relevant performance management theory, this paper puts forward the safeguard measures for implementing the performance evaluation system of Dongguan Power Supply Bureau, mainly to carry out the performance management idea education work, to do the publicity preparation before the performance appraisal, to strengthen the training of all staff, and to be strong To train the post skills and give full play to the effectiveness of the training mechanism; and strengthening the leadership and the like, and finally, the conclusions of the research in the paper are summarized, The purpose of this paper is to improve the overall business level and management level of Dongguan Power Supply Bureau.
