财政支农政策对农产品价格波动影响研究

【摘要】：我国作为一个农业大国,农产品价格的波动同时也会波及其他产业,影响到国民经济的健康有序运行和社会的稳定。因此本文探讨农产品价格波动具有现实意义。本文以我国农产品价格的波动为研究对象,主要研究财政支农政策对农产品价格波动影响。首先介绍财政支农政策与农产品价格波动相关理论,其次分析了财政支农政策的概况、规模和结构,分析了农产品价格波动的影响因素、当前情况、特点及所造成的影响。最后通过对农产品价格波动影响因素的分析,提炼出重要的影响因素,利用Johansen检验、脉冲响应和方差分解对农产品价格波动的影响因素进行了全面的分析,实证结果表明财政支农政策对农产品价格波动产生了重要影响。从长期看农产品生产成本促进了农产品价格上涨,而农产品生产的劳动要素投入与农产品生产固定资产投入则对农产品价格上涨产生了制约效应,财政支农资金投入对农产品价格影响并不明显,有轻微的正向促进作用；从短期看,农产品生产成本和农产品生产的劳动要素投入对农产品价格的影响并不明显,而农产品生产固定资产投入和财政支农资金投入则是我国农产品价格波动的主要因素。农产品生产固定资产投入有利于农产品价格的短期调控,而财政支农资金投入则在短期刺激了农产品价格的上涨。针对制约我国财政支农政策资金使用效果的因素,本文提出相应解决对策：一是通过加大财政支农资金的投入,优化财政支农资金的投入结构；二是加大对农民、技术员的培训投入,鼓励资助建立农民合作经济组织；三是整合财政支农政策资金,规范政府农业资金投向；四是加强农业金融支持；五是农产品价格信息平台建设,减少农产品市场信息不对称。
[Abstract]:As a big agricultural country, the fluctuation of agricultural products price will also affect other industries. It affects the healthy and orderly operation of the national economy and the stability of the society. Therefore, it is of practical significance to discuss the price fluctuation of agricultural products in this paper. This paper mainly studies the impact of fiscal agricultural policy on the price fluctuation of agricultural products. Firstly, it introduces the theory of fiscal agricultural policy and agricultural product price fluctuation, and then analyzes the general situation, scale and structure of fiscal agricultural policy. This paper analyzes the influencing factors of agricultural product price fluctuation, the current situation, the characteristics and the impact caused by it. Finally, through the analysis of the factors affecting agricultural product price fluctuation, the important influencing factors are extracted. By using Johansen test, impulse response and variance decomposition, the influencing factors of agricultural product price fluctuation were comprehensively analyzed. The empirical results show that the fiscal policy of supporting agriculture has an important impact on the price fluctuation of agricultural products. In the long run, the production cost of agricultural products promotes the price of agricultural products to rise. However, the input of labor factors and fixed assets of agricultural production has a restrictive effect on the price rise of agricultural products, and the financial investment of supporting agriculture has no obvious effect on the price of agricultural products. There is a slight positive effect; In the short run, the cost of agricultural production and the labor factor input of agricultural production have little effect on the price of agricultural products. The fixed assets investment of agricultural production and the financial investment of supporting agriculture are the main factors of the fluctuation of agricultural products price in China. The fixed assets input of agricultural production is conducive to the short-term regulation and control of agricultural product prices. In the short term, the investment of financial support for agriculture stimulates the price of agricultural products to rise, aiming at the factors that restrict the effect of the use of the funds of the financial policy of supporting agriculture in our country. This paper puts forward the corresponding countermeasures: first, by increasing the input of the financial funds to support agriculture, optimize the investment structure of the financial funds for agricultural support; Second, increase the training of farmers and technicians, and encourage the establishment of farmers' cooperative economic organizations; Third, to integrate the funds of the financial policy of supporting agriculture and standardize the investment of the government's agricultural funds; Fourth, strengthen agricultural financial support; Fifth, agricultural product price information platform construction, reduce agricultural product market information asymmetry.
