吉林省农村公共产品投资效率研究

【摘要】：自新中国成立之后，经历过改革开放的飞速发展，，中国在世界经济中占据不可或缺的地位。然而，在发展过程中，中国要考虑其具有的特殊性：不仅仅是一个发展中国家，并且农村人口所占总人口比例很大。因此，保证农业蓬勃发展、农村社会经济繁荣、农民生活水平提高是中国进步的必要保证。其中，农村公共产品投资在解决“三农”问题中发挥着重要作用[1]。由于长期以来我国农村公共产品供给受体制不完善、供给总量不足和结构不合理等原因的影响，导致总体供给效率不高，表现为日益扩大的城乡差距、相对滞后的经济发展、依旧薄弱的基础设施、缓慢的增收和缺失的农民社会保障。可以看出，对农村公共产品投资效率进行改进，进而促进社会快速发展和提高农村经济总体水平将成为是否能够实现新农村建设伟大目标的奠基石。文章以中国农村公共产品投资的历史沿革为背景，以吉林省的农村公共产品为研究对象，选择吉林省2002-2011年10年的农村公共产品财政投资数作为分析数据，采用传统DEA模型和交叉DEA模型对其进行效率分析，得出其完整的排名情况。然后选择对于吉林省农村公共产品影响最大的三个方面：文化及教育类、社会保障类和基础设施建设类三个指标对其排名情况进行演化分析，找出其原因。分析数据得出的结论为：在农村公共产品投资数额较大的年份并没有出现高效率，而投资数额较小的年份却出现高效率的结果，这说明在保证农村公共产品财政投入整体上升的情况下，更要重视资源的利用程度，充分考虑农民的积极性、劳动能力以及农村公共产品发挥作用的滞后性以及产品投资成本的不断上升，力争减少投资的冗余，保证投资效率的持续高效。得出的建议为：（1）优化吉林省农村公共产品的投资结构；（2）建立吉林省农村公共产品投资评价制度；（3）确立吉林省农村公共产品投资资金的监督机制。
[Abstract]:Since the founding of New China, experienced the rapid development of reform and opening up, China occupies an indispensable position in the world economy. However, in the process of development. China should consider its particularity: not only a developing country, but also a large proportion of the rural population. The improvement of farmers' living standard is the necessary guarantee for China's progress. Among them, the investment of rural public goods plays an important role in solving the "three rural" problems. [1. For a long time, the supply of rural public goods in our country has been affected by the imperfect system, insufficient total supply and unreasonable structure, which leads to the low efficiency of the overall supply, which is manifested by the widening gap between urban and rural areas. Relative lagging economic development, still weak infrastructure, slow increase in income and lack of social security for farmers. We can see, to improve the efficiency of public goods investment in rural areas. Therefore, to promote the rapid development of society and improve the overall level of rural economy will become the cornerstone of realizing the great goal of new rural construction. This paper takes the historical evolution of Chinese rural public goods investment as the background, and takes the rural public goods of Jilin Province as the research object. This paper selects the financial investment of rural public goods from 2002 to 2011 in Jilin Province as the analysis data, and uses the traditional DEA model and the cross DEA model to analyze its efficiency. Get its complete ranking. Then select the three most important aspects of rural public goods in Jilin Province: culture and education. This paper analyzes the evolution of social security and infrastructure construction, and finds out the reasons. The conclusion of the analysis data is that there is no high efficiency in the year when the investment amount of rural public goods is large, but the result is high efficiency in the year when the investment amount is small. This shows that in order to ensure the overall increase of rural public goods financial input, we should pay more attention to the use of resources, fully consider the enthusiasm of farmers. The ability of labor and the lag of rural public goods and the rising cost of product investment strive to reduce the redundancy of investment. The suggestion is: 1) optimize the investment structure of rural public goods in Jilin Province; (2) establishing the evaluation system of rural public goods investment in Jilin Province; Third, establish the supervision mechanism of Jilin Province rural public goods investment funds.
