我国政府采购机制优化问题研究

【摘要】：政府采购制度是政府采购行为规范化与制度化的总称,是一系列法律、规章和办法的集合。政府采购制度作为一种先进的政府支出管理制度,在现代社会的发展过程中逐渐完善与成熟,经过西方多年的发展、实践与总结,取得了明显的经济与社会效益。我国政府采购制度形成时间较短,从1996年政府采购制度开始试点,到1998年政府采购制度全面推动,再到2003年1月1日开始实施《中华人民共和国政府采购法》,经过十多年的发展,我国政府采购制度已逐渐步入法制化和制度化管理的道路,政府采购稳步向规范化发展方向推进。同时,我国已于2007年底启动了加入《政府采购协议》(GPA)谈判,旨在扩大国际贸易,提升我国企业在国际市场竞争力。本文主要是对我国政府采购机制的研究,重点对现阶段我国政府采购机制进行了剖析,从政府采购的对象、主体到关联方进行了系统的分析,并深入讨论了政府采购主体关联方之间存在的问题。同时在针对现阶段我国政府采购的招标机制、管理机制、实施机制、监督约束机制等一体化系统分析的基础上,根据当前政府采购机制存在的问题,提出了对我国政府采购机制的改进和优化措施,并提出相关的建议。论文不仅对我国政府采购机制进行了理论的研究,同时也结合具体的案例将理论与实践相结合,对我国政府采购过程中的实际操作进行了研究和分析。通过深入研究发现问题的基础上,结合我国的政府采购的实际情况,根据有关政府采购的理论和经验,采取积极有效的措施,使我国政府采购与国情相符和国际接轨。通过这种改革充分发挥政府采购的宏观调控作用,保证财政支出效益的最大化,提高资源的配置效率,从而提高整个社会的经济效益。
[Abstract]:Government procurement system is a general name of standardization and institutionalization of government procurement behavior. It is a collection of laws, regulations and methods. Government procurement system as an advanced government expenditure management system. In the process of the development of modern society, gradually perfect and mature, after many years of development in the West, practice and summary, has achieved obvious economic and social benefits, the formation of our government procurement system is relatively short time. From 1996, the government procurement system began to pilot, until 1998, the government procurement system was fully promoted, and then by January 1st 2003, the people's Republic of China government procurement law began to be implemented. After more than ten years of development, our government procurement system has gradually entered the road of legalization and institutionalized management, government procurement has steadily moved towards the direction of standardized development. At the same time. In end of 2007, China launched negotiations to join the GPA, aiming at expanding international trade and enhancing the competitiveness of Chinese enterprises in the international market. This paper mainly studies the mechanism of government procurement in our country, focusing on the analysis of the mechanism of government procurement at this stage, from the object of government procurement, the main body to the related party for a systematic analysis. At the same time, it discusses the bidding mechanism, management mechanism and implementation mechanism of government procurement at the same time. On the basis of the analysis of the integrated system of supervision and restraint mechanism, and according to the problems existing in the current government procurement mechanism, this paper puts forward the improvement and optimization measures to the government procurement mechanism of our country. The paper not only studies the mechanism of government procurement in China, but also combines the theory and practice with specific cases. This paper studies and analyzes the actual operation of government procurement in our country. According to the theory and experience of government procurement, active and effective measures are taken on the basis of in-depth research and discovery of the problems, combined with the actual situation of government procurement in our country. Through this reform, we can give full play to the macro-control role of government procurement, ensure the maximum benefit of financial expenditure, and improve the efficiency of resource allocation. So as to improve the economic benefits of the whole society.
