【摘要】：内蒙古自治区政府采购中心作为实施自治区本级集中采购项目的政府部门,自成立起至今承担和完成了政府集中采购市场一半以上的任务,实现了良好的经济效益和社会效益。近年来,随着我区经济的不断发展和政府集中采购市场规模的不断扩大,内蒙古自治区政府采购中心根据现有的工作人员和采购流程设计已经满足不了日渐发展的、多样化市场的需求。为了最大限度发挥政府集中采购规模效益和政策导向性,更好的满足采购人的需要,更高效、更人性化的为投标供应商创造出一个“公开、公平、公正”的竞争环境。本文所研究的内蒙古自治区政府采购中心采购模式创新是在充分借鉴先进省市政府采购中心经验的基础上,结合自身实际情况,采用SWOT分析法对环境因素分析,最后得出对内蒙古自治区政府采购中心采购模式创新研究结论。通过全区创建电子交易平台的办法,解决政府采购全区联动,资源共享,发挥规模效益,提高财政资金使用效益等目前遇到的问题。
[Abstract]:The Inner Mongolia Autonomous region Government Procurement Center, as a government department implementing centralized procurement projects at the autonomous region's level, has undertaken and completed more than half of the tasks of the centralized government procurement market since its establishment. In recent years, with the continuous development of our region's economy and the continuous expansion of the scale of the government's centralized purchasing market, The Inner Mongolia Autonomous region Government Procurement Center has been unable to meet the needs of the growing, diversified market according to the existing staff and procurement process. In order to maximize the efficiency of government centralized procurement scale and policy guidance, Better to meet the needs of buyers, more efficient, more humane bidding suppliers to create a "open, fair, fair" competitive environment. The innovation of procurement mode of government procurement center in Inner Mongolia Autonomous region is based on the experience of government procurement center of advanced provinces and cities, combined with the actual situation, the paper uses SWOT analysis method to analyze the environmental factors. Finally, the paper draws the conclusion of the research on the innovation of procurement mode in the government procurement center of Inner Mongolia Autonomous region. Through the method of establishing electronic trading platform in the whole region, it can solve the problem of the linkage of government procurement, the sharing of resources, and the exertion of economies of scale. Improving the efficiency of the use of financial funds and other current problems encountered.
