统筹推进珠江——西江经济带一体化发展的财政对策思考

【摘要】：珠江一西江经济带规划于2014年7月正式上升为国家战略。其作为珠三角发达地区与西南资源富集区深度合作的重要平台,一体化发展模式将成为国家支持广东、广西两省区在转方式、调结构、促发展中亟需探索的合作样板。探索交通联动、产业联动、创新联动、资金联动、市场联动和土地联动等运作试点,推动建立发展专项资金、举办财政联席会议、合理划分发展收益等财政改革举措,以期实现区域经济协调发展的战略目标。
[Abstract]:In July 2014, the planning of Zhujiang Xijiang Economic Zone was officially promoted as a national strategy. As an important platform for the deep cooperation between the developed areas of the Pearl River Delta and the resource-rich areas in the southwest, the integrated development model will become the national support for Guangdong. The two provinces and regions of Guangxi are in the process of transforming their modes of operation, adjusting their structures, and promoting development as a model of cooperation that needs to be explored urgently. In order to promote the establishment of special funds for development, the two provinces and regions of Guangxi are trying to pilot such operations as transportation linkage, industrial linkage, innovation linkage, capital linkage, market linkage and land linkage. Holding a joint financial meeting and rationally dividing the development income and other fiscal reform measures in order to achieve the strategic goal of coordinated regional economic development.
