转移支付、财力均等化与地区公共品供给

【摘要】：在财政分权体制下,中央政府通过财政转移支付调节并匡正因自发竞争导致的地区间发展失衡和公共品供给缺失的问题。利用中国1998-2012年省级面板数据,本文通过构建联立方程模型考察转移支付对地区公共品供给及财力均等化的调节作用。研究发现,转移支付能够在一定程度上缓解地区间财力失衡并提升地方性公共品供给,但公共品供给与财力改善之间并不必然是趋好的循环;相比发达地区,欠发达地区因受限经济发展的压力和自有财力的欠缺,其地方政府对追加公共品投入的能力和激励均不足。本文的研究意味着,完善转移支付的针对性帮扶是中央引导欠发达地区实现跨越式发展的一个政策取向,而如何做好制度设计,促使地方加大对发展性公共品的投入,则构成地方财政支出优化的核心和关键。
[Abstract]:Under the system of fiscal decentralization, the central government adjusts and corrects the problems of imbalance of development between regions and lack of supply of public goods caused by spontaneous competition through fiscal transfer payments. By constructing a simultaneous equation model, this paper investigates the regulative effect of transfer payment on regional public goods supply and financial equalization. It is found that transfer payment can alleviate the imbalance of financial resources among regions to a certain extent and promote local public goods supply. However, the relationship between the supply of public goods and the improvement of financial resources is not necessarily a circular trend. Compared with the developed regions, the less developed regions suffer from the pressure of limited economic development and the lack of their own financial resources. The research of this paper means that improving the pertinence of transfer payment is a policy orientation of the central government to guide the underdeveloped areas to realize leap-forward development. How to do well the system design and promote the local investment in the development of public goods constitute the core and key of the optimization of local financial expenditure.
