促进我国供给侧结构性改革效能提升的财税政策研究

【摘要】：2016年第三季度,世界经济依旧低增长,通过对世界主要经济体的结构性改革进展的评估发现:目前在全球范围内普遍存在着结构性改革乏力问题,这是世界经济未能摆脱低增长困境的主要原因。我国的供给侧结构性改革虽然初见成效,但也遭遇较大瓶颈。要提高供给侧结构性改革的效能,需要在全面梳理供给侧结构性改革内含的逻辑关系的基础上,找准"痛点"发力。"痛点"最终落在产业结构上,既要弥补服务业的先天不足,又要推动制造业的产业升级。在财政运行呈现若干结构性特征、财政资源相对不足的前提下,可着力打造制造业和服务业的"四新",形成新动力推动经济增长。
[Abstract]:In in the third quarter of 2016, the world economy remained low in growth, and an assessment of the progress of structural reforms in the world's major economies found that structural reforms were currently widespread around the world. This is the main reason why the world economy has not been able to get rid of the predicament of low growth. Although the supply-side structural reforms in China have achieved initial results, they have also encountered major bottlenecks. It is necessary to improve the effectiveness of supply-side structural reforms. On the basis of comprehensively combing the logical relationship contained in the supply-side structural reform, we need to find the "pain point" to make up for the inherent deficiencies of the service industry. "pain point" finally falls on the industrial structure, and it is necessary to make up for the inherent deficiencies of the service industry. It is necessary to promote the industrial upgrading of manufacturing industry. On the premise of the financial operation showing some structural characteristics and the relative shortage of financial resources, we can make great efforts to create "four new developments" in manufacturing and service industries, and form a new motive force to promote economic growth.
