财政经济运行新常态下的新问题与新思路——基于江西省的调研报告

【摘要】：调研组在江西省调研时,以问题为导,关注经济运行中新的不稳定、不确定性因素,发现地方财政运行中新旧问题交织,面临诸多挑战:(1)财政收支平衡运行的基础不牢固;(2)地方中期财政规划编制受制于信息不对称及惯性思维;(3)地方债务规范管理制约了地方政府融资能力;(4)预算执行进度总体偏慢;(5)PPP项目在基层推进存在制约;(6)涉企投资基金泛化存在潜在风险;(7)专项转移支付清理整合触及的层次还不够深入;(8)部分地区公车改革后财政支出不减反增;(9)部分地区养老保险基金缺口较大。针对上述情况,调研组从以下五个方面提出促进财政经济稳定运行的思路与建议:(1)精准发力,综合施策,缓解制约经济稳定运行的不利因素;(2)以国家治理能力与治理体系现代化推进财政支出效率与效益的提升;(3)细化去产能、去库存、降成本的若干政策;(4)探索中央设目标、省级定政策、市县出方案的公共政策决策模式;(5)推进基础养老金全国统筹。
[Abstract]:When investigating and researching in Jiangxi Province, the research group took the problem as the guide, paid attention to the new unstable and uncertain factors in the economic operation, and found that new and old problems were intertwined in the operation of local finance. There are constraints on the promotion of the PPP project at the basic level. 6) there are potential risks in the generalization of the investment funds involving enterprises. 7) the level of cleaning up and integrating the special transfer payment is not deep enough to go deep into the level of the PPP project.) after the bus reform in some regions, the fiscal expenditure will not be reduced. The gap of pension insurance funds in some regions is large. In view of the above situation, From the following five aspects, the investigation and Research Group put forward the ideas and suggestions for promoting the stable operation of the financial and economic sectors. To alleviate the unfavorable factors that restrict the stable operation of the economy. (2) with the modernization of the national governance capacity and governance system to promote the improvement of the efficiency and efficiency of fiscal expenditure, a number of policies on capacity removal, inventory removal, and cost reduction have been developed to explore the objectives set by the central government.
