财力与支出责任匹配下的地方政府环境治理研究——基于中国278个地级市的面板数据分析

【摘要】：本文对中国2006~2015年间278个地级市的面板数据进行处理,将地方政府财力与支出责任匹配的问题进行了定量分析,验证了财力缺口和财力支出责任匹配程度对中国地级市环境污染物排放量的影响。经验数据表明,地方政府的财力缺口增大将会加重工业二氧化硫与工业烟(粉)尘的排放。中国大部分地级城市已经表面上跨过了环境库兹涅茨曲线的拐点,环境问题并不像基础教育、公共医疗等非经济性公共服务那样容易被忽视。
[Abstract]:This paper deals with the panel data of 278 prefecture-level cities in China from 2006 to 2015, and makes a quantitative analysis of the matching of local governments' financial resources with their expenditure responsibilities. The effects of the matching degree of financial gap and financial expenditure liability on the emissions of environmental pollutants from prefecture-level cities in China are verified. A widening gap in local governments' finances will increase emissions of industrial sulphur dioxide and industrial fumes. Most of China's prefecture-level cities have apparently crossed the inflection point of the environmental Kuznets curve, and environmental problems are not like elementary education. Public health care and other non-economic public services are so easy to be ignored.
