【摘要】：正在以GDP增长率和上缴财政收入等经济指标为主的地方官员政绩考核体系下,中国的地方政府具有强烈的改造城市景观、推动城市建设的动力。由于土地资源日益稀缺,能否实现对土地资源的掌控,能否依照自身的意志对土地资源进行使用,直接关系到城市建设的规模与速度,关系到地方政府自身的政绩。本文关注的正是,在城市化过程中地方政府控制土地的方式和权力运作手段及其带来的后果和影响。土地财政:新的研究面向
