深圳财政政策对产业结构优化的影响分析

【摘要】：从1979年建市,深圳市政府从“六五”计划纲要开始一步步布局适合深圳市长远发展的产业结构体系。如今,步入了“十三五”的第二年,深圳市“十三五”规划纲要强调在新常态下的第一追求就是深圳质量深圳标准。深圳经济质量的发展取决于深圳产业结构的优化程度,而产业结构优化直接由政府与市场间关系主导。本文试图通过研究深圳市政府的财政政策对产业结构优化的影响,来分析财政政策对深圳市产业结构优化的影响机制。在研究三次产业变迁的历史演进过程中,以五年发展规划为基本单位,横向对比每一个五年计划中三次产业在整体上的发展水平与稳定性水平,并在这一过程中结合当时整体政策与经济环境分析其产业结构的特点。纵向上,把深圳放在全国的视角下对比分析,从对比中发现深圳的产业结构相对于全国而言的特质性,并且针对这一特质性分析其原因。在时间上看,深圳进行产业结构优化的时间点较早,具有先发优势;在空间上看,深圳毗邻香港,地理位置优越。在深圳市三次产业结构历史演进的基础上,本文简化产业结构变化为产业差速这个名词(源于三次产业,但运用范围不限于三次产业分析)。利用时间序列模型的协整分析,求出长期均衡下产业差速的影响因素方程,将财政政策量化分解为财政收入与财政支出,并在此基础上进行总量分析。其中重点分析了深圳市财政政策是如何影响产业差速进而对产业结构优化进行影响。在产业差速对产业结构优化的影响问题上,本文试图通过建立两个关于产业差速基础上的产业差速器机制与产业同步器机制来解释各产业间的产业发展与支柱产业的发展问题,针对当前经济环境下深圳市面临的突出产业结构问题提出相应的政策建议。不仅仅局限于深圳,以深圳的经验为全国城市财政政策优化产业结构提供参考样本
