我国养老服务市场化中的财政补贴方式及标准测度

【摘要】：从财政补贴养老服务需求和供给两个维度,分析梳理当前我国养老服务市场化财政补贴政策及标准测算中存在的缺陷,研究发现,当前我国针对需方的财政补贴标准与政策,存在未充分考虑不同类型养老方式所对应的费用支出差异性问题,而针对供方的财政补贴标准测算方法主要问题是操作性不强。为此,利用目标规划决策等方法修正完善了两类财政补贴标准的量化测度模型,通过算例验证,修正后的测算模型具有较强的针对性与可操作性。
[Abstract]:From the two dimensions of financial subsidy for the aged service demand and supply, this paper analyzes the defects in the current financial subsidy policy and standard calculation of the market-oriented pension service in China, and finds out that the current financial subsidy standards and policies for the demand-side in our country. There is not enough consideration of the difference of cost and expenditure corresponding to different types of old-age pension, but the main problem of the standard calculation method of financial subsidy for the supplier is that the operation is not strong. The quantitative measurement model of two kinds of financial subsidy standards is modified and perfected by the method of target programming decision. The example shows that the modified model has strong pertinence and maneuverability.
