“一事一议”制度、农村公共投资决策及村民参与——来自全国代表性村级调查面板数据的证据

【摘要】："一事一议"是我国农村税费改革过程中旨在鼓励村民参与村级公共投资决策的一项制度安排。笔者使用一项具有全国代表性的村级调查面板数据,探究"一事一议"是否有助于村集体实施村民最需要的公共投资项目以及"一事一议"对村级公共投资项目实施过程中村民集资集劳数量的影响。实证研究发现,"一事一议"制度的实行有助于村集体实施村民最需要的公共投资项目,且提高了村级公共投资项目实施过程中向村民所筹集资金占总投资额的比重以及筹劳数量。笔者依据该研究结论提出了相应的政策建议。
[Abstract]:"one matter one discussion" is a system arrangement which aims to encourage villagers to participate in village public investment decision in the course of rural tax and fee reform in our country.The author uses a nationally representative panel of village survey data,This paper explores whether "one event one discussion" is helpful to the village collective implementation of the most needed public investment projects and the influence of "one matter one discussion" on the amount of villagers collecting funds and labor in the process of implementing village public investment projects.The empirical study found that the implementation of the "one matter one discussion" system is helpful to the collective implementation of the public investment projects that the villagers need most.It also improves the proportion of funds raised by villagers in the total investment and the amount of labor raised in the implementation of village public investment projects.According to the conclusion of the study, the author puts forward the corresponding policy recommendations.
