政府购买公共服务中的利益博弈与风险防控

【摘要】：我国政府购买公共服务是在借鉴国外经验的基础上发展壮大起来的。经过二十多年的试点探索,目前已在全国范围内广泛展开。不可否认,这一制度已经成为各地建设服务型政府的重要举措。政府购买公共服务是政府与社会组织、公众共同合作努力的结果,其三方既是"合作伙伴",也是利益相关者和利益博弈者。在利益的博弈过程中,既实现了各自的目标和价值,也促进了政府购买公共服务工作的不断改进,但同时也导致了各种风险的形成。防范和化解这些风险,一要靠政府提高服务外包能力和建立各项保障措施;二要靠壮大社会组织的力量和增强其供给服务的能力;三要靠广大公众的积极配合和监督;四要靠完善相关的法律法规,以保障政府购买公共服务有序推进,有法可循。
[Abstract]:The government of our country buys the public service on the basis of drawing lessons from foreign experience.After more than 20 years of pilot exploration, has been widely carried out throughout the country.Undeniably, this system has become a service-oriented government around the important measures.Government purchase of public services is the result of the joint efforts of the government and social organizations and the public. The three parties are not only "partners", but also stakeholders and stakeholders.In the process of interest game, it not only achieves the respective goals and values, but also promotes the continuous improvement of government purchase of public services, but also leads to the formation of various risks.To prevent and resolve these risks, it is necessary to improve the ability of the government to outsource services and to establish various safeguard measures; second, to strengthen the strength of social organizations and enhance their ability to supply services; third, to rely on the active cooperation and supervision of the general public;Fourth, to improve the relevant laws and regulations to ensure that government purchase of public services to promote orderly, there are laws to follow.
