贵州省农业保险财政补贴的研究

【摘要】：农业保险政策在西方发达国家是较为成熟的提高粮食产量、提高农民生活水平的手段,西方国家政府也对农业保险大力支持,特别是给予财政补贴。我国从2004年开始施行农业保险政策,政策推行后效果显著,农业保险补贴政策大大提高了农业的产量、农民的生活水平。贵州省是一个自然灾害频发的省份,农业“靠天吃饭”的不确定与弱质性使其更需要农业保险的支持。贵州近几年正在探索适合自己的政府补贴农业保险之路,本文探讨贵州省近几年的实践并讨论构建模式、补贴方式、补贴品种等等现实问题。利用经济学模型论证财政补贴对于农业保险推行的重要意义,根据贵州的实际情况因地制宜,探索适合贵州省农业保险发展的财政补贴模式。本文的创新性在于,国内基本没有利用贵州作为研究对象研究财政补贴农业保险的先例。本文以贵州作为研究对象是考虑到：首先,笔者在贵州有实习经验,搜集了一定的当地的数据资料；其次,贵州是一个自然灾害频发、山区丘陵地带居多、物种多样性丰富的地区,研究贵州具有一定的难度,同时研究也具有一定的高起点。贵州省财政收入较少,能够在有限的蛋糕内充分利用好财政补贴资金补贴农业保险,促进农业保险的发展,这本身就是一个比较具有挑战性的课题。本文利用的博弈论模型来论证财政补贴对消除农业保险市场失灵的重要作用,并用数据证实了这一点,证实了随着财政补贴的不断增大,农业保险市场也会向越来越好的发展。以贵州作为研究对象,假如我们的研究被证明是适合贵州当地情况的,那么这更有利于我们研究其他省份的财政补贴农业保险情况。
[Abstract]:In western developed countries, the policy of agricultural insurance is more mature to improve grain output and improve the living standard of farmers. The government of the western countries also strongly supports the agricultural insurance, especially the financial subsidy. China began to implement the agricultural insurance policy in 2004. After the implementation of the policy, the effect is remarkable and the subsidy policy of agricultural insurance has been greatly improved. The production of agriculture and the living standard of the peasants.
Guizhou province is a province with frequent natural disasters. The uncertainty and weak nature of the agricultural "feeding to heaven" makes it more necessary for the support of agricultural insurance. In recent years, Guizhou is exploring the way to subsidize agricultural insurance, which is suitable for its own government. This paper discusses the practice in recent years in Guizhou province and discusses the mode of construction, the mode of subsidy, the variety of subsidies and so on. The economic model is used to demonstrate the importance of financial subsidies to the implementation of agricultural insurance. According to the actual conditions in Guizhou, the financial subsidy model suitable for the development of agricultural insurance in Guizhou province is explored.
The innovation of this article lies in the fact that Guizhou is not used as a study object to study financial subsidies for agricultural insurance. This paper takes Guizhou as the research object to consider: first, I have practice experience in Guizhou, and collect certain local data. Secondly, Guizhou is a natural disaster, mountainous hilly land. It is difficult to study Guizhou with a large diversity of species. At the same time, the study also has a certain high starting point. The financial income of Guizhou province is less. It can make full use of good financial subsidy funds to subsidize agricultural insurance in the limited cake and promote the development of agricultural insurance. This is a challenging lesson in itself. This paper uses the game theory model to demonstrate the important role of financial subsidies to eliminate the malfunction of the agricultural insurance market, and confirms this point with the data, and confirms that the agricultural insurance market will also develop with the increase of financial subsidies. Guizhou is the object of study, if our research is proved to be suitable for expensive. Local conditions, this is more conducive to our study of other provinces' financial subsidies for agricultural insurance.
