生态文明建设视域下政府绿色采购研究

【摘要】：生态文明建设关系着人民的福祉和民族的未来,是中国经济实现从"快"到"好"以及从"好"到"美"的重要转折。政府采购作为公共财政支出管理的一项重要内容,可以发挥促进节能环保、激励技术创新等政策功能,是市场经济条件下实现宏观经济调控的重要手段之一。政府绿色采购由于具备解决环境保护领域的"市场失灵"问题、对倡导绿色消费具有示范效应以及可以降低绿色产品的成本和价格等特点,因而必将在我国生态文明建设中扮演"领头羊"和"示范器"的重要角色。
[Abstract]:The construction of ecological civilization is related to the well-being of the people and the future of the nation. It is an important turning point for the realization of China's economy from "fast" to "good" and from "good" to "beautiful". As an important part of public financial expenditure management, government procurement can play a policy function of promoting energy saving and environmental protection, encouraging technological innovation, and is one of the important means to realize macroeconomic regulation and control under the condition of market economy. Due to its ability to solve the "market failure" problem in the field of environmental protection, government green procurement has the characteristics of demonstrating the effect of advocating green consumption and reducing the cost and price of green products. Therefore, it will play an important role in the construction of ecological civilization in China.
