优化河北省政府支持科技型中小企业融资的研究

【摘要】：在科技竞争日益激烈的今天，科技型中小企业成为我国技术创新的主要载体和经济增长的重要推动力量，在促进科技成果转化、拉动就业、建设创新型国家中发挥着重要作用。科技型中小企业融资具有高风险、阶段性强、风险资本依赖多等不同于传统中小企业的融资特点，导致企业在融资过程中极易出现融资难的状况，制约了企业的发展壮大。虽然科技型中小企业属于市场范畴，但其高风险性、对未来的引领性、对现代产业转型的示范性，使其具有了准公共产品的性质，需要政府为其融资和发展提供必要的支持。因而，从政府支持角度对科技型中小企业融资展开研究具有很强的理论和现实意义。论文围绕河北省科技型中小企业融资需求与政府供给这一主线展开研究。本论文首先探讨了科技型中小企业融资及其对政府支持政策的需求。其次，，以调查问卷的形式对河北省科技型中小企业融资需求的现状展开研究，同时结合河北省政府的扶持政策展开分析并发现其不足之处。再次，参考国外政府支持科技型中小企业融资的成功经验为河北省提供必要的借鉴。最后，论文探讨了优化河北省政府支持科技型中小企业融资的思路并着重阐述了融资保证保险的实施。在论文的对策分析过程中，本论文创新性的提出了由河北省政府牵头设立科技型中小企业融资保证保险。政府可以通过加大财政支持、建立再保险制度、引进保险经纪公司等形式来完善融资保证保险，便利企业融通资金，更好的促进科技型中小企业的发展。通过设立融资保证保险来解决科技型中小企业的融资难题是本文的创新之处，具有可行性。
[Abstract]:With the increasingly fierce competition in science and technology, small and medium-sized technological enterprises have become the main carrier of technological innovation and an important driving force of economic growth in China, which plays an important role in promoting the transformation of scientific and technological achievements, stimulating employment and building an innovative country. Financing of science and technology small and medium-sized enterprises has the characteristics of high risk, strong stage and more reliance on venture capital, which is different from the traditional small and medium-sized enterprises, which leads to the difficulty of financing in the process of financing, and restricts the development and growth of enterprises. Although the small and medium-sized technological enterprises belong to the market category, their high risk, leading to the future and demonstration of the transformation of modern industry make them have the nature of quasi-public goods, which need the government to provide the necessary support for its financing and development. Therefore, it is of great theoretical and practical significance to study the financing of S & T SMEs from the angle of government support. This paper focuses on the main line of financing demand and government supply of small and medium-sized S & T enterprises in Hebei Province. This paper first discusses the financing of technology-based SMEs and the need for government support policies. Secondly, the present situation of financing demand of high-tech SMEs in Hebei Province is studied in the form of questionnaire. At the same time, combining with the support policy of Hebei Provincial Government, the author analyzes and finds out its shortcomings. Thirdly, reference to the successful experience of foreign governments supporting the financing of small and medium-sized technological enterprises provides the necessary reference for Hebei Province. Finally, the paper discusses the idea of optimizing Hebei provincial government to support the financing of small and medium-sized technological enterprises, and emphasizes on the implementation of financing guarantee insurance. In the process of countermeasure analysis, this paper creatively puts forward the establishment of financing guarantee insurance for small and medium-sized scientific and technological enterprises by Hebei Provincial Government. The government can improve the financing guarantee insurance by increasing financial support, establishing reinsurance system and introducing insurance brokerage companies to facilitate the financing of enterprises, and better promote the development of science and technology small and medium-sized enterprises. It is the innovation and feasibility of this paper to set up financing guarantee insurance to solve the financing problem of small and medium-sized technological enterprises.
