政府公共卫生投入的经济效应——基于农村居民消费的检验

【摘要】：公共卫生投入对居民消费的影响是不确定的。但2003年后,在中国各级政府持续加大农村地区公共卫生投入的同时,中国农村居民的消费收入比保持较高水平,并明显高于城镇居民。基于中国家庭追踪调查(CFPS)微观数据库,并利用工具变量估计等方法,实证检验中国政府公共卫生投入对农村居民不同类型消费(非医疗消费和医疗消费)的影响,研究发现:参加新农合、到达医疗机构时间的缩短与农村居民的非医疗消费具有显著的正向关联,这在风险厌恶度较低(预防性储蓄动机较弱)的家庭中更明显;参加新农合与农村居民的医疗消费也具有显著的正向关联,这种作用会随着家庭医疗消费偏好的下降(家庭平均健康水平的提高)而减弱。这表明,中国政府的农村公共卫生投入,在刺激农村居民非医疗消费的增长的同时,并未以减少农村居民的医疗消费为代价。
[Abstract]:The effect of public health investment on residents' consumption is uncertain. However, after 2003, while the Chinese governments at all levels continued to increase public health investment in rural areas, the consumption income ratio of Chinese rural residents maintained a higher level, and was obviously higher than that of urban residents. Based on the CFPS-based micro-database of Chinese household tracking survey, and using the methods of variable estimation, this paper empirically examines the impact of Chinese government public health investment on rural residents' different types of consumption (non-medical consumption and medical consumption). It is found that the shortening of the time to get to the medical institution has a significant positive correlation with the non-medical consumption of rural residents, which is more obvious in households with lower risk aversion (less incentive for preventive saving); There is also a significant positive correlation between the participation of NCMS and the medical consumption of rural residents, which will be weakened with the decline of family medical consumption preference (the increase of average health level of households). This shows that the Chinese government's rural public health investment, while stimulating the growth of non-medical consumption of rural residents, has not been at the expense of reducing rural residents' medical consumption.
