新一事一议时期村庄特征与村级公共物品供给——基于福建的实证分析

【摘要】：财政奖补后的新一事一议时期,村庄公益事业一事一议合作迅速发展,但是不论是全国还是福建的数据仍然显示,在同样的奖补制度下还有不少村庄没有突破村级公共物品供给的集体行动困境。与开展了一事一议合作的村庄相比,没有开展合作的村庄有什么共同的特征?村庄特征如何影响村级公益事业供给?村庄人口数、自然村(组)数等特征变量对一事一议合作供给村级公共物品有正向而不是负向影响,因为调研显示没有开展合作的村庄不仅是村财弱,而且往往也是村组数量少、村庄人口数量少的弱势村庄。一事一议制度改革的方向,一方面要继续加大对村庄一事一议筹资的奖补力度,另一方面要建立对不同村庄的不同需求的开放式回应机制,尤其是建立针对弱势村庄的特惠奖补机制,最终促成不同特征的村庄都能通过一事一议合作形成村级公共物品供给。
[Abstract]:During the new discussion period after the financial award was compensated, the village public welfare project and cooperation developed rapidly, but data from both the whole country and Fujian still showed that Under the same system, many villages have not broken through the collective action dilemma of village public goods supply. What are the common features of the villages that have not cooperated with each other? How does the village characteristic influence the village level public welfare enterprise supply? Village population, natural village (group) and other characteristic variables have a positive rather than a negative impact on cooperation in supplying public goods at the village level, because research shows that villages that do not cooperate are not only villages with weak wealth. And often is the small number of village groups, small number of village population weak villages. On the one hand, it is necessary to continue to increase the incentive and supplement efforts to raise funds for the village, and on the other hand, it is necessary to establish an open response mechanism to the different needs of different villages. In particular, the establishment of a preferential compensation mechanism for disadvantaged villages, and ultimately led to different characteristics of the village through a discussion of cooperation to form a village level public goods supply.
