【摘要】：“共享发展”理念是关于发展主体、发展路径、发展目的的新的重大论述。通过对其形成过程进行回顾总结,并梳理十六大以来财政惠农政策的变迁,全面总结经验启示和内在规律,客观查找实施过程中的问题,适当前瞻今后一个时期的政策走向,从而使具体政策与发展理念更紧密地结合在一起。中国共产党团结带领全国各族人民在革命斗争中、在建设和改革进程中,不断取得重大胜利的过程,实质上就是使全体人民共享更多成果、增进福祉的过程。特别是十六大以来,随着国际风云变幻以及国内发展形势的深刻变化,我党的治国理政方略日臻完善和成熟,日益凸显了使人民群众共享更多发展成果这一核心理念。通过财政惠农政策的变迁研究,有利于进一步深化对“共享发展”理念的认识,有利于进一步发展、丰富和延伸马克思主义政治经济学,有利于进一步催化马克思主义中国化结出更多更新的累累硕果。选取十六大以来这一适当时间跨度,在共享发展的视域下,对财政惠农政策变迁情况加以研究,能够更直接地考量农民在经济社会发展过程中获得的实际利益,能够更直接地考察农民共享发展成果的变化过程。同时,能够更客观地总结既往政策的可取及不足之处,能够更全面地研判和适应形势变化,使今后的财政惠农政策更科学合理、更具前瞻性、更富含金量,是践行“共享发展”理念的重大举措,对于落实“四个全面”战略布局的各项顶层设计具有重要实践意义。财政惠农政策研究方兴未艾、硕果累累,但多以分析存在问题和提出对策为主。此外,普遍存在单就政策说政策现象,并未以联系的观点放在一定的时间跨度和时代背景下去考察。十八届三中全会和五中全会分别把财政与“共享发展”的重要性提高到了前所未有的高度,是党新的治国理政方略的集中体现。可以预见,以“十三五”开局为标志,经济社会发展在新常态下将进入全新阶段,财政惠农政策也将开拓全新领域。选取十六大以来这一适当时间跨度,在共享发展的视域下,对财政惠农政策变迁情况加以研究,能够更直接地考量农民在经济社会发展过程中获得的实际利益,能够更直接地考察农民共享发展成果的变化过程。同时,能够更客观地总结既往政策的可取及不足之处,能够更全面地研判和适应形势变化,使今后的财政惠农政策更科学合理、更具前瞻性、更富含金量。
[Abstract]:The idea of "shared development" is a new and important exposition about the subject, path and purpose of development. By reviewing and summarizing its forming process, and combing the changes of fiscal policy in favour of agriculture since the 16th National Congress of the Communist Party of China (CPC), summing up the experience and inspiration and internal laws, objectively finding out the problems in the process of implementation, and properly looking forward to the policy trend in the future. So that specific policies and development ideas more closely linked together. The Communist Party of China unites and leads the people of all ethnic groups in the revolutionary struggle, in the process of construction and reform, to continuously win major victories. In essence, the process of making all the people share more achievements and enhance their well-being is in fact a process. Especially since the 16th National Congress, with the changes in the international situation and the profound changes in the domestic development situation, our party's strategy for governing the country is becoming more and more perfect and mature, which increasingly highlights the core idea of making the people share more development achievements. The study on the vicissitude of fiscal policy in favour of agriculture is conducive to further deepening the understanding of the concept of "shared development" and to the further development, enrichment and extension of Marxist political economy. It is conducive to further catalyzing Marxism in China to bear more updated and fruitful results. By selecting this appropriate time span since the 16th National Congress of the Communist Party of China and studying the vicissitudes of fiscal policies in favour of agriculture from the perspective of shared development, we can more directly consider the actual benefits obtained by farmers in the process of economic and social development. Be able to examine more directly the changing process of farmers' shared development achievements. At the same time, it is possible to sum up more objectively the merits and shortcomings of past policies, to make a more comprehensive study of and adapt to changes in the situation, and to make future fiscal policies in favour of agriculture more scientific, rational, forward-looking and rich in gold. It is an important measure to carry out the concept of "shared development", and has important practical significance for implementing the top-level design of "four comprehensive" strategic layout. The research on fiscal policy is in the ascendant and fruitful, but it mainly analyzes the existing problems and puts forward countermeasures. In addition, there is a general phenomenon of policy theory, which is not studied in a certain time span and era background from the point of view of relation. The third Plenary session of the 18th CPC Central Committee and the Fifth Plenary session raised the importance of finance and "shared development" to an unprecedented height, which is the concentrated embodiment of the Party's new strategy of governing the country and managing government. It can be predicted that, marked by the opening of the 13th Five-Year Plan, economic and social development will enter a new stage under the new normal, and the policy of fiscal benefits to agriculture will also open up new fields. By selecting this appropriate time span since the 16th National Congress of the Communist Party of China and studying the vicissitudes of fiscal policies in favour of agriculture from the perspective of shared development, we can more directly consider the actual benefits obtained by farmers in the process of economic and social development. Be able to examine more directly the changing process of farmers' shared development achievements. At the same time, we can sum up the merits and shortcomings of the previous policies more objectively, study and adapt to the changes of the situation more comprehensively, and make the future fiscal policies in favour of agriculture more scientific, reasonable, forward-looking and rich in gold.
