环境规制与政府投入的创新效应研究

【摘要】：文章利用35个行业的面板数据,研究在环境规制趋严的背景下,能否通过增大政府投入的方式促进企业创新,并比较了研发前后政府投入对企业创新的作用差异。实证检验表明环境规制对企业创新的作用为U型,若在环境规制存在时增加政府投入,可以显著地促进企业创新。污染密集型行业在环境规制下增加政府投入对企业创新的作用系数为正,但不够显著,清洁生产型行业在研发前后的政府投入均存在较为显著的创新作用。据此,文章提出促进我国企业创新的政策建议。
[Abstract]:Based on the panel data of 35 industries, this paper studies whether the government investment can promote enterprise innovation under the background of strict environmental regulation, and compares the effect of government investment on enterprise innovation before and after R & D. The empirical test shows that the role of environmental regulation on enterprise innovation is U-shaped. If the government input is increased when environmental regulation exists, it can significantly promote enterprise innovation. The effect coefficient of increasing government input on enterprise innovation in pollution-intensive industries under environmental regulation is positive, but it is not significant enough. Government investment in clean production industries has significant innovative role before and after R & D. Accordingly, the article puts forward the policy suggestion that promotes our country enterprise innovation.
