湖南省绿色公共投资宏观配置效率研究

【摘要】：生态环境是人类赖以生存和发展的基本空间，区域生态环境质量的好坏直接关系着当地居民的身体健康状况和区域经济、社会的可持续发展。随着社会经济的高速发展和人口的快速增长，，经济增长和人口膨胀给生态环境带来的压力也越来越大。资源紧缺、物种多样性锐减、生态环境质量下降等越来越多的生态环境问题不断显现，逐渐阻碍了区域经济的持续发展，甚至威胁到国家安全和社会稳定。因此，生态环境问题越来越引起全社会的高度关注。在这样的社会背景下，对政府绿色公共投资进行全面深入的研究，有着十分重要的现实意义。本文以湖南省绿色公共投资为研究对象，以优化绿色公共投资规模、结构为导向，以提高湖南省绿色公共投资的宏观配置效率为目的，运用规范分析和实证分析相结合的方法对湖南省绿色公共投资进行探讨。首先，文章在界定绿色公共投资及其配置效率内涵的基础上，从纵向和横向对湖南省绿色公共投资的配置现状进行深入分析，并将湖南省与中部地区其他省份及东西部个别省份进行对比，结果表明：湖南省绿色公共投资的规模不足，结构还有待优化。在此基础上，运用相关的数理模型对前述分析结果进行佐证。实证结果表明：湖南省绿色公共投资的最优规模值为10.23%，但该省实际绿色公共投资占GDP的比重远低于最优规模值，湖南省绿色公共投资规模效率从整体看是无效的；结构效率系数为0.1921，与发达地区相比处于较低水平，宏观配置效率还有较大的提升空间。最后，基于研究中发现的问题及对其影响因素的深入剖析，有针对性地提出以下建议：重视地区差异，统筹兼顾；因地制宜制定绿色公共投资规划；完善政策并加大其执行力度；加大绿色公共投资的市场化程度；制定完善的绿色公共投资考评体系。本研究期望，这些探索能对提升地方政府公共投资综合效率及改善区域生态环境质量提供有效的理论依据和政策基础。
[Abstract]:Ecological environment is the basic space for human survival and development. The quality of regional ecological environment is directly related to the health of local residents, regional economy and social sustainable development. With the rapid development of social economy and the rapid growth of population, economic growth and population expansion bring more and more pressure to the ecological environment. More and more ecological environmental problems, such as shortage of resources, sharp decrease of species diversity and deterioration of ecological environment quality, are gradually hindering the sustainable development of regional economy and even threatening national security and social stability. Therefore, the ecological environment problem has attracted more and more attention of the whole society. Under such social background, it is of great practical significance to study the green public investment of government. The purpose of this paper is to optimize the scale and structure of green public investment and to improve the macro allocation efficiency of green public investment in Hunan Province. This paper discusses green public investment in Hunan Province by combining normative analysis with empirical analysis. First of all, on the basis of defining the connotation of green public investment and its allocation efficiency, this paper analyzes the present situation of the allocation of green public investment in Hunan Province vertically and horizontally. The results show that the scale of green public investment in Hunan Province is insufficient and the structure needs to be optimized. On this basis, the above analysis results are supported by the relevant mathematical model. The empirical results show that the optimal scale of green public investment in Hunan Province is 10.23, but the proportion of the actual green public investment in GDP in Hunan Province is far lower than the optimal scale value. The coefficient of structural efficiency is 0.1921, which is lower than that of developed regions, and there is much room for improvement of macro-allocation efficiency. Finally, based on the in-depth analysis of the problems found in the study and the factors affecting them, the following suggestions are put forward: paying attention to regional differences, making overall plans, making green public investment plans according to local conditions; Improve the policy and strengthen its implementation; increase the degree of marketization of green public investment; establish a sound green public investment evaluation system. This study hopes that these explorations can provide an effective theoretical basis and policy basis for improving the comprehensive efficiency of local government public investment and improving the quality of regional ecological environment.
