临沂市政府购买服务面临的问题及对策

【摘要】：正近年来,临沂市把政府购买服务作为促进政府职能转变、创新财政支出方式、推动事业单位改革、培育社会组织发展的重要抓手,紧紧围绕财政中心工作,加强制度建设,创新推进措施,培育承接主体市场、协同推进市县工作,改革取得阶段性成果。但在推进过程中,也面临着一些困境,制约着政府购买服务改革步伐。一、面临的困境(一)政策规定方面操作困难,明显存在不足。一是购买方式方法不灵活。目前中央政策规定,凡列入集中采购
[Abstract]:In recent years, Linyi City regards government purchasing service as an important hand to promote the transformation of government functions, innovate the way of fiscal expenditure, promote the reform of public institutions, foster the development of social organizations, and strengthen the construction of institutions closely around the work of financial center. Innovation and promotion measures, cultivation to undertake the main market, cooperation to promote the work of cities and counties, the reform has achieved periodic results. However, in the process of promotion, it also faces some difficulties, restricting the pace of government service reform.
