东营市政府采购问题研究

【摘要】：政府采购是国际上公认的最合理透明的公共财政支出制度,国外已有200多年的历史,我国1998年开始试行政府采购,2003年出台《中华人民共和国政府采购法》并实施。十多年的探索使得我国在理论学说、制度建设、实践经验等方面有了长足的发展,但相比国外政府采购体系,仍有很大差距。本文以东营市政府采购为例,运用文献资料法、比较分析法、归纳演义法和专家咨询法等,查阅了大量与政府采购有关的文献资料,访谈采购人、采购专家等相关主体,获取了大量数据和资料并对其进行归纳分析,阐述了东营市政府采购规模逐年增加、采购方式多样、采购范围侧重工程类项目的现状,肯定了东营市政府采购推行以来在节约财政资金、规范政府支出等方面取得的成绩。不可避免地,东营市政府采购也出现了一些问题,致使政府采购还没有发挥出更大效用。文章从采购主体、采购来源、预算编制、采购过程、采购人员等方面入手,分析了当前东营市政府采购出现的问题,在借鉴国内外先进经验的基础上,提出科学选择供应商、改进政府采购方式和程序、规范政策采购预算编制、培养高素质政府采购人才和制约采购人的采购影响力五个方面的建议,最后得出,可以通过完善采购商评价方法、推行电子化政府采购、科学编制政府采购预算、加大人才培训力度、强化政府采购监管等方面解决存在的问题,并制定具体实施办法,改善东营市政府采购现状,为政府采购的改革发展提供一些研究方向。
[Abstract]:Government procurement is recognized as the most reasonable and transparent public expenditure system in the world. There have been more than 200 years of history in foreign countries. Our country began to try out government procurement in 1998 and promulgated and implemented the Law of the people's Republic of China on Government Procurement in 2003. More than ten years' exploration has made our country have made great progress in theory, system construction and practical experience, but compared with foreign government procurement system, there is still a big gap. Taking government procurement in Dongying city as an example, this paper uses literature method, comparative analysis method, inductive method and expert consultation method to consult a large number of documents related to government procurement, interviews with purchasers, procurement experts and other relevant subjects. A large number of data and materials are obtained and analyzed, and the scale of government procurement in Dongying City is increased year by year, the procurement methods are various, and the procurement scope is focused on the status quo of engineering projects. This paper affirms the achievements in saving financial funds and standardizing government expenditure since the implementation of government procurement in Dongying City. Inevitably, there are some problems in government procurement in Dongying City. This paper analyzes the problems existing in government procurement in Dongying City from the aspects of purchasing subject, purchasing source, budget making, purchasing process and purchasing personnel, and puts forward the scientific selection of suppliers on the basis of drawing lessons from advanced experience at home and abroad. Some suggestions on improving government procurement methods and procedures, standardizing policy procurement budgeting, cultivating high-quality government procurement talents and restricting the purchasing influence of purchasers are put forward. Finally, it is concluded that the evaluation methods of buyers can be improved. To implement electronic government procurement, scientifically compile government procurement budget, increase the training of talents, strengthen government procurement supervision and other aspects to solve the existing problems, and formulate specific implementation measures to improve the current situation of government procurement in Dongying City. It provides some research directions for the reform and development of government procurement.
